This paper examines the relationship between income and the extent of material hardship and explores other factors that might affect hardship. Using panel data from the Women's Employment Study, we examine the incidence of material hardship from 1997 to 2003 among current and former welfare recipients. We then consider the extent to which income is associated with hardship. We show that hardship decreases monotonically across quintiles of the income distribution for several income measures. When we measure income as the average across the 6‐year study period, a 10 percent increase in average income is associated with a 1.1 percentage point decrease in the likelihood of experiencing a hardship, a drop of about 3.4 percent. We also find that the relationship between transitory changes in income and hardship is weak. These results are consistent with findings based on a nationally representative sample of disadvantaged households from the Survey of Income and Program Participation. Our results indicate that observable factors, such as measures of mental health, are more strongly related to hardship than current income. © 2008 by the Association for Public Policy Analysis and Management.  相似文献

Although the profession of public affairs (PA) is increasingly important for organizations, relatively little is known about the range of competences PA professionals need. This article presents a qualitative study among 41 experienced Dutch PA professionals and practitioners, who were interviewed about the competences needed in regional and local PA. The results show that a combination of skills‐related, attitudinal, and knowledge‐related competences is needed. Skills‐related competences involve two broad domains: politics and communication. Attitudinal competences comprise the almost paradoxical qualities of authentic professionalism and flexibility. Knowledge‐related competences comprise political and communicative knowledge. These competences are used in a delicate process of swapping, depending on the situation of the very moment and the PA file at hand. Every competence may be of decisive importance. The PA professional is a silent diplomat.  相似文献

There is an unprecedented and pressing need for a major legislative public financial management reform in Somalia to bolster the technical and professional efforts of implementing a modern system of public financial management across the country. Currently, there is no independent auditing authority to enable citizens to access information on the use of public resources. However, the success of any reform depends on establishing strong public budgeting systems as well as developing strong public finance training programs and policy linkage on financial management policies and procedures.  相似文献

After decades of treatment as a fairly distinct topic, recent research on victimization has begun to draw on theoretical approaches previously directed at understanding criminal behavior. The current study expands this research by studying victimization and its relationship to key developmental influences with data from 3,976 adolescents. We first detail the longitudinal process that underlies continuity and change in victimization and then consider the impact of time-stable and time-varying covariates that reflect mechanisms within those explanations. Findings suggest that time-varying markers of risky lifestyle and attachment affect victimization, but also that victimization affects risky behaviors and prosocial ties.  相似文献

Threat appraisals—individuals’ perceptions of how stressful situations may threaten their well-being—are an important but understudied mechanism that could explain links between peer victimization and adjustment. The goal of the present study was to examine relationships between physical and relational victimization by peers, threats to the self, and aggression, anxiety, and depression to better understand the cognitive evaluations that make youth vulnerable to negative adjustment. The sample comprised two cohorts of African American adolescents (N = 326; 54 % female; M = 12.1; SD = 1.6) and their maternal caregivers, who participated in three waves of a longitudinal study. Path models revealed significant direct effects from Time 1 relational victimization, but not physical victimization, to Time 2 threat appraisals (i.e., negative self-evaluations and negative evaluations by others), controlling for Time 1 threat appraisals. Significant direct effects were found from Time 2 threats of negative evaluations by others to Time 3 youth-reported aggression, controlling for Time 1 and Time 2 aggression. Significant direct effects also were found from Time 2 threats of negative self-evaluations to T3 youth-reported depression, controlling for Time 1 and Time 2 depression. Overall, findings highlight the need to consider the role of threats to the self in pathways from peer victimization to adjustment and the implications these appraisals have for youth prevention and intervention efforts.  相似文献

Research shows the ‘gendered nature’ of domestic violence, with Women’s Aid (a UK-based charity) estimating that 1 in 4 women are affected (2014). This paper reports on a project – funded by Comic Relief, completed by Nottinghamshire Domestic Violence Forum (now known as Equation) and evaluated by Nottingham Trent University. The project adopts a Whole School Approach in seeking to prevent domestic violence. Students at three secondary schools attended between one and five blocks of work, and special events. There is evidence of positive developments – with young people showing understanding of domestic violence as well as the margins between healthy and unhealthy relationships. However, not all students could reply ‘never’ to the question of ‘are women and girls to blame for the domestic violence they experience?’, remarking that if the woman had done something ‘really, really bad’ then violence might be justified. We argue that young people’s uncertainties need to be situated within the gender-unequal socio-contexts of contemporary society, and further call for a WSA to domestic violence prevention to be a compulsory part of the UK national curriculum.  相似文献

Do citizens hold their representatives accountable for policy decisions, as commonly assumed in theories of legislative politics? Previous research has failed to yield clear evidence on this question for two reasons: measurement error arising from noncomparable indicators of legislators’ and constituents’ preferences and potential simultaneity between constituents’ beliefs about and approval of their representatives. Two new national surveys address the measurement problem directly by asking respondents how they would vote and how they think their representatives voted on key roll‐call votes. Using the actual votes, we can, in turn, construct instrumental variables that correct for simultaneity. We find that the American electorate responds strongly to substantive representation. (1) Nearly all respondents have preferences over important bills before Congress. (2) Most constituents hold beliefs about their legislators’ roll‐call votes that reflect both the legislators’ actual behavior and the parties’ policy reputations. (3) Constituents use those beliefs to hold their legislators accountable.  相似文献

A central theme of the literature on rising powers is that new aspirants to great power status pose a challenge to the underlying principles and norms that underpin the existing, Western-led order. However, in much of the literature, the nature and significance of rising powers for international order are imprecisely debated, in particular the concept and practice of ‘contestation’. In this article, we aim to establish a distinction between normative contestation and what can be thought of as ‘contestation over representation’: that is, contestation over who is setting and overseeing the rules of the game rather than the content of the rules themselves and the kind of order that they underpin. The paper engages with debates on international order and international society, and its empirical basis is provided by a thorough analysis of the discourse of rising power summitry.  相似文献

A substantial empirical literature exists on the consequences of local government reform programs. However, much less effort has been directed at examining how reform processes affect the outcomes of reform programs and little work has been invested in the comparative analysis of local government reform processes. To address this neglect in the literature, this article provides a comparative analysis of the contemporary municipal reform initiatives in the New South Wales and Victorian state local government systems. It is argued that the much more deliberative and inclusive Victorian approach represents a superior approach to the hurried “top-down” New South Wales method.  相似文献
