Explanations of democratization are often criticized using criteria that cannot feasibly be satisfied. One possible result of this is that all explanations are made to appear woefully inadequate. Another is the misapplication of the criteria to deliver prejudiced judgement on rival accounts. The problems attached to such criteria are outlined. Replacement strategies adopted by different approaches are identified and assessed, stressing the constructive role that values and interests may play in the appraisal of competing explanations. 相似文献

It has been observed that countries that implemented new public management (NPM) reforms are currently witnessing growing complaints about a decline in the policy capacity of their public services. Australia is a part of this trend with public sector leaders increasingly voicing concern about policy capacity decline within the Australian Public Service (APS). This article sets out to examine whether there is an empirical basis for this discourse and to assess allegations that NPM reforms have contributed to any related shifts. It draws on rail policy and the Department of Transport as its case study. It finds that the reforms transformed role of the department in a way that enhanced strategic policy capacity. However, the reforms also introduced a number of structural impediments that make it difficult for the new role to be effectively executed . 相似文献

While models of organizational strategy saturate private sector research, public sector research lags behind. The model created by Boyne and Walker (2004) is an exception. The main objective of this study is to operationalize this model using a unique data set from the US transit industry. Through a survey of 103 local transit agencies, we developed separate strategy profiles for each agency that help us answer important questions about organizational strategy. We find that not only do the organizations adopt a mix of strategic stances through the action areas; they also have distinct profiles, which vary greatly between agencies. 相似文献

This article argues that global trends are creating unprecedented opportunities for civic action at local, national and international levels. Three interconnected trends are identified: economic and cultural globalization, and the inequality and insecurity they breed; the increasing complexity of humanitarian action in response to ethnic conflict and intrastate violence; and the reform of international co‐operation to deal with the problems these trends create. In response, new forms of solidarity are emerging between citizens and authorities at different levels of the world system. It is these new relationships—expressed through partnerships, alliances and other forms of co‐operation—that provide the framework for NGO interventions, but they also require major changes in NGOs themselves. Chief among these changes are a move from ‘development‐as‐delivery’ to ‘development‐as‐leverage’; new relationships with corporations, elements of states, the military, international institutions and other groups in civil society; and new skills and capacities to mediate these linkages. Problems with consumer trust and confidence in the Internet as a safe environment in which to shop, browse and associate are well documented, as are the correlations between this lack of consumer trust and fears about privacy and security online. This paper attempts first to show why existing legal and extra‐legal modes for the protection of privacy online are failing to protect consumers and promote consumer trust. In particular it critiques the European regime of mandatory data protection laws as outdated and inappropriate to a world of multinational corporatism and ubiquitous transnational data flows via cyberspace. In the second part lessons are drawn from the crisis currently faced by intellectual property in cyberspace, particularly in reference to MP3 music files and peer‐to‐peer downloading and useful parallels are drawn from the solution devised by William Fisher of the Berkman Centre, Harvard, in the form of an alternative payment scheme for copyright holders. Finally, the insights drawn from Fisher's work are combined with original proposals drawn from a comparison of the consumer–data collector relationship in cyberspace with the roles played by truster, trustee and beneficiary in the institution of common law trust. The resulting ‘modest proposal’ suggests that a ‘privacy tax’ be levied on the profits made by data collectors and data processors. This could fund no‐fault compensation for identified ‘privacy harms’, improve public privacy enforcement resources, provide privacy‐enhancing technologies to individuals, satisfy the desire of commerce for less data protection‐related internal bureaucracy and possibly create the conditions for better promotion of consumer trust and confidence.
