In a 1992 issue of this journal, 12 scholars proposed an ambitious research agenda for the study of the American county. By all accounts, this agenda was both a catalyst and a guide for those interested in the nature, role, functions, operations, and practical relevance of county governments to either continue their research or to launch new studies in this underresearched area. The present article provides a detailed inventory of the research that has been conducted in the eight areas identified in the 1992 agenda. Specifically, which research questions have or have not been addressed satisfactorily? Such an exercise is a logical prerequisite for charting a path for future research on counties; it represents a synthesis of scholarly needs for theory building, hypothesis testing, and cumulative research and the dynamic and enduring knowledge‐base needs of county practitioners and elected officials. 相似文献

While decentralisation is a much‐used term in development discourse, there is lack of clarity about how much autonomy should be granted to local agencies in programme implementation. This is particularly the case in the health sector in developing countries where decentralisation has resulted in the primary health centre (PHC) being identified as the focal point for the delivery of basic health services to rural citizens. An important element of primary healthcare reform has been the implementation of health information systems (HIS). These systems primarily account for monies spent to higher levels of administration and funding bodies rather than account for primary healthcare provision to citizens. In this article, we focus on various emergent processes of change that are occurring under the auspices of the National Rural Health Mission (NRHM) in India to strengthen the interface between the PHC and the community. We present a case study of Gumballi PHC in Karnataka, South India. Since the Vietnam War, scholarly interest in public and elite opinion of U.S. foreign policy has grown. Because elites generally have greater access to policy makers and more consistent political views, most work on this topic has focused on elite opinions of foreign policy. Most research has defined the term elite broadly, often placing more emphasis on social status than political power. We will reexamine elite foreign policy beliefs using a different elite, presidential campaign contributors. We have two main goals in this article. First, we will assess the differences between the foreign policy outlooks of political campaign contributors and other elites. While many types of elites may influence policy, political contributors are particularly likely to gain access to policy makers. The second part of this research note offers some food for thought on the origins of these beliefs. We present evidence that foreign policy beliefs are related to the same ideological orientations that shape contributors' views on domestic issues. This study documents the importance of employing an integrated model to explain innovative policy making among county governments in Florida. Specifically, it suggests that both internal determinants and regional diffusion factors influence the adoption of county impact fees. While rapid growth and impending county commission elections appear to be factors motivating adoption, the tendency to adopt can be offset by a substantial low-income population. Nevertheless, obstacles to adoption can be overcome where cities within the county have previously adopted an impact fee. 相似文献
