The Rise and Fall and Rise Again of Public Broadcasting? The Case of the Australian Broadcasting Corporation

The purported capacity of the digital age to solve the problem of market failure in the broadcasting sector was widely expected to further compromise the already fragile status of public service broadcasting in advanced democracies. The proliferation of niche media content made possible by convergence led to speculation that publicly funded broadcasters would be rendered redundant. However while public service broadcasting in Australia and in comparable states remains under financial pressure, many signs point to a renewed government commitment to the sector. Using the Australian Broadcasting Corporation as our case study we argue that the digital era has contributed to the renaissance of the sector in unexpected ways.     

Organizational Readiness for Change in Correctional and Community Substance Abuse Programs

Significant needs exist for increased and better substance abuse treatment services in our nation's prisons. The TCU Organizational Readiness for Change (ORC) survey has been widely used in community-based treatment programs and evidence is accumulating for relationships between readiness for change and implementation of new clinical practices. Results of organizational surveys of correctional counselors from 12 programs in two states are compared with samples of community-based counselors. Correctional counselors perceived strong needs for new evidence-based practices but, compared to community counselors, reported fewer resources and less favorable organizational climates. These results have important implications for successfully implementing new practices.     

The third molar as an age marker in adolescents: new approach to age evaluation

Adolescence is a relatively short period between childhood and adulthood. It is very difficult to determine adulthood based on biological indicators. The third molar may be considered a potential age marker for the period between the ages of 16–21. Our study evaluated a set of 1700 panoramic radiographs of individuals aged between 5 and 21 years. Results confirmed the statistically significant difference in the course of third molars development. The mean deviation for individuals with one third molar agenesis is ?0.98 years, for individuals with two third molars agenesis ?1.89 years, and with three molars agenesis ?3.28 years. Thus, the extent of the deviation is directly proportional to the number of unformed third molars. The calculation of age according to the mean of stages of all third molars could lead to the underestimation of age. No intergender differences were found. Age determination using third molars could be used for forensic purposes.     

Death Due to Complications of Anhidrotic Ectodermal Dysplasia

Ectodermal dysplasia comprises a group of disorders affecting ectodermal tissues. Severity depends on the genetic aberration; hyperpyrexia secondary to absence of sweat glands is a common complication. Treatment is supportive. This case report describes a 1‐month, 27‐day‐old male infant with a diagnosis of X‐linked recessive anhidrotic ectodermal dysplasia. On the day of his death, his mother swaddled him in a blanket and placed him on the couch at 5:30 am. When she picked him up at 8:00 am, he was unresponsive. At the emergency department, his rectal temperature was 40°C. Postmortem blood culture was positive for group B streptococcus, a possible etiology for fever. It is vital to teach parents that close monitoring of children with ectodermal dysplasia is necessary, as an increase in body temperature can become life threatening.     

Codecision procedure biais: the European legislation game

The European Union’s codecision procedure is analyzed as a bargaining game between the Council and the European Parliament. The model shows that the policy outcome is biased towards the ideal point of the institution that is closest to the status quo, when the negotiation leads to an agreement. If the Council’s ideal policy is closer to the status quo, as is the case for example concerning the duration of maternity leave, the resulting policy will remain closer to the Council’s than to the European Parliament’s position. Furthermore, the result of the codecision procedure is Kaldor–Hicks inefficient. The developments of common policies concerning asylum, fishery and maternity leave illustrate both the possibility of the failure of negotiations and the influence of the Council on the outcome.     

Whatever Happened to the Australian Role in the Global Nuclear Energy Partnership?

In 2003, Iraq was invaded, ostensibly to remove a nuclear threat, by a coalition led by George W. Bush. At the same time select allies were invitited to participate in Bush's Global Nuclear Energy Partnership which aimed to limit the spread of nuclear enrichment and reprocessing. This came as climate change gave emphasis to the development of nuclear energy, especially in Asia. With an abundant supply of uranium and strict nuclear safeguards, Australia was well placed to provide a site for the full suite of nuclear services. The recent AUKUS nuclear submarine agreement has underscored its failure to do so. This article makes the case for the adoption of nuclear power as a necessary step in the development of advanced manufacturing; the provision of a domestic capability to fuel nuclear attack submarines and other naval craft; and as a contribution to global nuclear non-proliferation.     

Permission to speak: British women in the established churches during the First World War

The first decade of the twentieth century witnessed the growth of the suffrage movement, and a vigorous debate about the public role of women. Britain’s established churches were caught up in this discussion, as they addressed calls for women to have more authority in religious institutions. Dialogue among church leaders ranged between two extremes. Conservatives viewed women’s roles through the lens of ‘traditional’ gender constructs, opposing a public role and voice for women. Progressive factions contended that women should receive the political suffrage and the right to participate in church councils. The male hierarchy argued that empowered women were necessary for the ongoing ministries of the churches, and would be supportive of traditional morality. By 1919, the progressives had prevailed. This matched developments in the franchise, in which gendered qualifications for voting were swept away. Thus, the typically conservative churches played an important role in redefining women’s public roles.     

Gender troubles,Redux

Thirty years ago, women's history written from a feminist standpoint was the revolutionary force, challenging androcentric thought and definitions of experience. Today, gender has become the more threatening moniker to those who would maintain patriarchal power and suppress knowledge. While not new, recent attacks on ‘gender ideology’ by conservative, often labeled right-wing governments, threaten the continuation of degree programs, as in Hungary, and pose manifold dangers to scholars world-wide. In the context of women's and LGBTQ movements, twenty-first century globalization, and political and economic changes, those who cling to the gender binary simplify the subject of women's history.
