Social motherhood and the sexual communion of labour in British Social Science, 1850-1950

This article explores the way in which women both accepted and subverted the sexual division of labour in middle-class social science between 1850 and 1950. For women facing a mid-nineteenth century crisis in femininity, the kind of social science embodied in the National Association for the Promotion of Social Science (1857-86), offered a promising pathway into the public sphere. This article examines how women helped to develop the two key conceptions of the sexual communion of labour and of social motherhood, conceptions which structured their role in social science well into the twentieth century. However useful these concepts proved in their negotiations with middle-class men for public space, the contradictions in their practice of social motherhood posed real problems for the creation of sisterhood with working-class women     

LEGAL IMPLEMENTATION OF PARENT EDUCATION PROGRAMS FOR DIVORCING AND SEPARATING PARENTS

This article traces the legislation permitting or mandating the use of parent education for divorcing and separating parents in state courts. Explored are State mandatory and discretionary programs, local court rules, voluntary programs, and some of the constitutional issues that are raised.

Congress, health care, and congressional caucuses: an examination of the Diabetes Caucus

Caucuses have become a critical feature of the congressional landscape, yet are neglected in the literature on health-policy making in Congress. The principal goal of the article is to use the Diabetes Caucus as a case study to highlight this significant yet underappreciated political actor in the health-policy realm in Congress. The exploration, which draws on information gathered from thirty-two interviews with members of the Diabetes Caucus and their staff, will contribute to an increased understanding of both Congress's operations in the health area and the potential impact of caucuses on health-policy making. The article emphasizes particular characteristics relating to the membership and objectives of the Diabetes Caucus. In addition, the study stresses that the group had the requisite political momentum to achieve legislative successes when a policy window opened in the 105th Congress because it served much like, in the terminology of John Kingdon, a "policy entrepreneur".     

PUBLIC POLICY AND INTERGOVERNMENTAL RELATIONS: TEACHER EDUCATION, 1960–1972*

Abstract: This is a case study of some aspects of teacher education policy formation in Australia. Between 1960 and 1972 the States sought to obtain from the national government specific purpose grant-aid for the training of their teachers, in addition to that already provided indirectly by grants to the States for their universities. The national government gave way, step-by-step, to this pressure, but “imposed” the broad condition of corporate “autonomy” for grant-aided tertiary educational institutions, instead of State departmental “control” of teacher training. The paper also considers what perspectives are suggested by this case study for the development of theories of public policy in the Australian federal system of government.
