A Pragmatic Guide to Qualitative Historical Analysis in the Study of International Relations

Researchers using qualitative methods, including case studies and comparative case studies, are becoming more self–conscious in enhancing the rigor of their research designs so as to maximize their explanatory leverage with a small number of cases. One aspect of qualitative research that has not received as much attention is the use of primary and secondary source material as data or evidence. This essay explores the potential problems encountered by political scientists as they conduct archival research or rely on secondary source material produced by historians. The essay also suggests guidelines for researchers to minimize the main problems associated with qualitative historical research, namely, investigator bias and unwarranted selectivity in the use of historical source materials. These guidelines should enable advanced undergraduates and graduate students to enhance the quality of their historically minded political science scholarship.     

Nurturing knowledge: the UK Higher Education Links scheme

This article examines the development of academic networks and expertise through the UK Higher Education Links scheme, which is funded by the UK Department for International Development, managed by the British Council and supported by the principals of UK higher education institutions. The links are established between UK and overseas universities primarily to enhance research and/or teaching capacity, with the ultimate aim of alleviating poverty and promoting sustainable development. This article draws on data gathered for a large‐scale, multiple‐method evaluation which endorsed the scheme's continuation. It is argued that a crucial factor helping to make individual links a success was good relationships between respective co‐ordinators, although the nature of these relationships varied. The article discusses the extent to which the formation of fruitful academic networks and partnerships enabling knowledge transfer were encouraged. Copyright © 2003 John Wiley & Sons, Ltd.     

Umweltschutz in den Verfassungen der EU-Mitgliedstaaten

Angesichts der jüngst zu beobachtenden Dynamik im mitgliedstaatlichen Umweltverfassungsrecht enth?lt der folgende Beitrag in Anknüpfung an die Untersuchung von Thym (NuR 2000, 557 ff.) sowohl eine erforderliche Aktualisierung – insbesondere im Hinblick auf die umfassende Inkorporierung des Umweltschutzes in die franz?sische Verfassung im Jahre 2005 sowie die Erweiterung der EU im Jahre 2004 – als auch eine zukunftsorientierte Analyse des Verfassungsvergleichs mit Blick auf die Normierung des Umweltschutzes in der „Charta der Grundrechte der Europ?ischen Union (GRC)“     

Communication in committees: who should listen?

In a parsimonious model of a collective decision problem with partially conflicting interests, we show that restricting communication may enhance decision quality. If disclosed information is observed by decision makers with different preferences, individuals may strategically withhold information. In this case, a committee member’s silence arouses the other members’ suspicions. As a consequence, in case of residual uncertainty, individual votes may react less to information that is publicly observed.
