A Reconsideration of the Political Significance of Shared Responsibility Agreements

The 1996–2007 Howard Coalition government introduced Shared Responsibility Agreements in 2005 to allocate discretionary funding to indigenous communities in a “mutually responsible” way. The policy was widely criticized as an ineffective and ideologically driven “showpiece”. Its significant governance‐building dimensions went without comment. Through the deployment of the conceptual tools of contract and governance, SRAs established new and depoliticised relationships between government and indigenous peoples, replacing the centralized political structure of the Aboriginal and Torres Strait Islander Commission. The future of the policy under the Rudd Government is uncertain, but understanding the impacts and implications of SRAs remains important.     

Mary Wollstonecraft on Politics and Friendship

How, exactly, might friendship be relevant to politics? Friendship between political actors can be hypothesised to have specific effects; friendship between individuals in society can be hypothesised to have specific political outcomes; or friendship and politics can be understood to be conceptually connected. Mary Wollstonecraft makes friendship a central concept in her political theory of social justice and good government. This article analyses how politics and friendship are related in her texts, exploring her arguments that friendship in society is a condition of just government, but also suggesting that for Wollstonecraft friendship and citizenship are congruent with one another, and hence that the connection between politics and friendship is conceptual as well as causal.

农民合作经济组织：特征、问题与政策建议

当前在农民合作经济组织发展中仍然存在以下突出问题:农民合作经济组织不具备担保贷款能力,难以获得金融信贷机构支持;农民合作经济组织的边界模糊;农民合作经济组织内部关系松散;农民合作经济组织的发展有追逐大规模的偏好;农民合作经济组织的机构设置以乡级为主,各个组织之间联系少.针对上述问题,我们对农民合作经济组织的进一步发展提出以下政策建议:通过培训,提高管理者和会员的素质;鼓励和引导农民合作经济组织采取小群体、大规模的发展模式;加强农民合作经济组织之间的信息交流和合作;明确政府在农民合作经济组织发展中的角色定位;通过农民合作经济组织向会员提供共同使用的设施和场所;建立村级农民合作经济组织并加强其同乡级、县级协会以及政府之间的联系;规范农民合作经济组织的内部管理,强化民主管理;帮助农民合作经济组织制订发展计划.     

Reaching for the Philosopher's Stone: Contingent Coordination and the Military's Response to Hurricane Katrina

When Hurricane Katrina made landfall on the Mississippi Gulf Coast in August 2005, it immediately overwhelmed the abilities of local and state emergency management officials to respond to the ensuing disaster. Although the U.S. Coast Guard and some military units were on scene shortly after the passage of the storm, there seemed to be interminable delays before the military forces began to arrive in numbers to both provide humanitarian relief and secure the affected areas. This article analyzes the response of the National Guard, active-duty military, and Coast Guard forces through the lens of coordination. We find evidence of the successful use of both traditional hierarchical and network-based coordination; we also find support for Donald Kettl's idea of "contingent coordination."     

What does Brexit Tell Us about Our Understanding of European Identity?

This paper reports on a number of Eurobarometer surveys undertaken by the European Commission as a way of reflecting on Brexit and the challenges it poses to European identity. Our work with the surveys has been undertaken in the context of developing an educational game (RU EU?) which will explore European identity. European citizenship and identity have been strongly promoted by the EU but, while they appear to have been accepted at an elite level, the EU—and the UK in particular—have so far not constructed a narrative which has been supported by ‘ordinary’ citizens. Brexit has therefore exposed the failings of European elites in this regard. That said, there is some evidence that the complexities of Brexit have led to a strengthening of European identity in the other EU 27 countries.     

Communicating in the post‐truth era: Analyses of crisis response strategies of Presidents Donald Trump and Rodrigo Duterte

The rhetoric of then U.S. President‐elect Donald Trump and Philippines' President Rodrigo Duterte had triggered a shift in global political discourse (Greene, 2016 ). This study examines their responses on three similar crises: disrespectful remarks towards women, associations with controversial political figures, and remarks threatening geopolitical relations. Data from prestige publications, Washington Post (U.S.) and the Philippine Daily Inquirer, were analyzed during the acute stage of each crisis. Findings showed that both men employed confusing strategy combinations in their crisis responses. Despite incoherent application and contradictory strategies, they survived threats to their image as evidenced by poll results. New strategies (diversion and logorrhea) and a strategy amplifier (machismo) were uncovered. These strategies tapped on ambiguity and were found to be successfully employed in a post‐truth landscape. This study builds on Benoit's ( 2006 ) argument that “any attempt by a president to repair a damaged image … clearly merits scholarly attention” (p. 138).
