Three newly established public agencies built regional rail projects in Los Angeles County from 1978 to 2002. The Los Angeles County Transportation Commission, the Los Angeles Metropolitan Transportation Authority, and the Alameda Corridor Transportation Authority were experiments in regional governance. Conventional understanding of these agencies only partially explains their successes and failures. One path to improved understanding is to combine research on the politics of designing new public agencies with research on cooperation in collective action problems. What emerges is an untold story of American politics: the evolution of mechanisms that promote cooperation. Four findings emerge: (1) conflict is inevitable; (2) public agencies can succeed despite the problems of politics; (3) successful regional solutions are intensely local; and (4) cooperation emerges from supply-side mechanisms that create new resources rather than reallocate existing resources. The limits of politics are neither random nor predestined—neither is the governance solution.  相似文献

This essay examines the interplay between nationalism and foreign policy in China—but with a twist. It seeks to loosen up analytical categories to expand from cultural nationalism to see how civilization constructs identity in national and transnational ways. It examines the limits of Chinese trans/nationalism according to the main Chinese expression of inside/outside—‘civilization/barbarism’—as it constructs Chinese nationalism and Greater China. The purpose is to both critically examine Chinese nationalism and to trace what our focus on the nation-state obscures: namely, transnational politics. Rather than recounting one master narrative of Chinese nationalism, the essay argues that civilization and barbarian define Greater China according to four narratives—nativism, conquest, conversion and diaspora. Hence, the essay does not merely deconstruct the notion of Greater China and Chinese nationalism, but shows how these four grids of meaning can help us to understand identity politics and foreign policy debates in China. Nationalism thus turns from being the Answer about the true intent of China, to being a series of questions which define different terrains of political inquiry.  相似文献

This article analyzes local government fiscal sustainability as a common‐pool resource (CPR) problem. Comparing the experiences of Los Angeles County, San Bernardino City, and San Bernardino County, California, the analysis applies a framework developed from three decades of CPR research to show the importance of six micro‐situational variables—communications with the full set of participants, known reputations of participants, high marginal per capita return, entry or exit capabilities, longer time horizon, and agreed‐upon sanctioning capabilities—in shaping collective action dynamics and building the trust and reciprocity among stakeholders needed to achieve fiscal sustainability. The underlying contextual conditions for these micro‐situational variables vary based on specific socioeconomic and political settings, but the findings suggest that institutions and processes can be designed based on several well‐tested principles in CPR governance to encourage stakeholders to look beyond their immediate self‐interests and make decisions that account for the community's long‐term fiscal sustainability.  相似文献

Abstract

In The Problem of Punishment, David Boonin offers an analysis of punishment and an account of what he sees as ethically problematic about it. In this essay I make three points. First, pace Boonin's analysis, everyday examples of punishment show that it sometimes isn't harmful, but merely “discomforting.” Second, intentionally “discomforting” offenders isn't uniquely problematic, given that we have cases of non-punitive intentional discomforture—and perhaps even harmful discomforture—that seem unobjectionable. Third, a notable fact about both non-harmful punishment and non-punitive intentional discomforture is that they aim at improving the subject. This suggests that, if the prima facie wrongness of intentionally harming another person is the fundamental challenge for punishment, the “educative defense” is the royal road to justifying the practice. I conclude by outlining one version of the educative defense that exploits this advantage while avoiding some traditional objections to the approach.  相似文献

The U.S. criminal justice system is overwhelmed with individuals affected by substance use and psychiatric disorders often co-morbid with criminal behavior. Locally, an evaluation of St. Louis downtown municipal ordinance violators found that 49 % of offenders reported mental health problems, 30 % reported alcohol-related problems, 86 % had a history of prior arrests and 71 % had failed to appear in the St. Louis City Municipal Court within the previous 2 years (Downtown St. Louis Community Court Evaluation Report, St. Louis, MO). These compounded conditions and their corresponding treatment needs are costly and complicate correctional rehabilitation efforts. Drug courts have emerged as alternative ‘therapeutic jurisprudence’ avenues designed to reduce drug use and associated individual risk behaviors. Unfortunately, there are few evidence-based measures available for rapid, onsite evaluation of an individuals’ potential for success with drug court. A new assessment tool, the Courtroom Behavior Check List (CRBCL), was developed to measure behavioral compliance in court as a predictor of future behavior, as we believed that behavior in court would predict future criminal behavior. We found scores on the CRBCL declined (e.g., improved) among the 127 women interviewed from baseline through the 8-month follow-up, and that a poorer score predicted re-arrest for a criminal offense (OR?=?2.84; 95 % CI 1.20–6.69). Based upon these findings, the CRBCL may be a useful tool to measure the likelihood of re-offending among women in drug court. Policy implications and directions for future research are discussed.  相似文献

The "big questions" articles previously published in Public Administration Review found a widely divergent set of questions rather than a shared research agenda. This article applies the concept of layers of society to analyzing the author's starting points and developing questions that link the organizational and institutional levels. Connecting these levels offers the potential to overcome the limitations of problem solving on only one level. In addition, this framework explains the diversity of research in public administration as potentially productive and connected, rather than fragmented and in intellectual disarray. This article offers four researchable questions that connect the organizational and institutional levels. The proposed questions build on existing research and address practical problems in public administration. This framework provides a typology that expects diverse research questions and can productively connect researchers with each other and with the complex challenges of democracy.  相似文献
