This study presents Anthropological Facial Approximation in Three Dimensions (AFA3D), a new computerized method for estimating face shape based on computed tomography (CT) scans of 500 French individuals. Facial soft tissue depths are estimated based on age, sex, corpulence, and craniometrics, and projected using reference planes to obtain the global facial appearance. Position and shape of the eyes, nose, mouth, and ears are inferred from cranial landmarks through geometric morphometrics. The 100 estimated cutaneous landmarks are then used to warp a generic face to the target facial approximation. A validation by re‐sampling on a subsample demonstrated an average accuracy of c. 4 mm for the overall face. The resulting approximation is an objective probable facial shape, but is also synthetic (i.e., without texture), and therefore needs to be enhanced artistically prior to its use in forensic cases. AFA3D, integrated in the TIVMI software, is available freely for further testing.  相似文献

ABSTRACT

Between the 18th and 26th of November 2016, 220 different locations went up in flames in the Israeli forest. Israeli firefighters were powerless to contain the fires, so army and police units had to contribute. Thousands of civilian volunteers also joined the fight against the fire. The Israeli firemen were unable to curb the continuously blazing fires, which is why the Prime Minister, Benjamin Netanyahu, asked and received international support. The operation lasted for eight days, more than 1,700 fires were eliminated, but the conflagration caused considerable damage. Due to the extremely dry and windy periods, many blamed the weather conditions for the damage, but it soon became clear that in several cases, the cause was arson. Although arson as a method of extremism has been continuously practiced in many incidents worldwide, it is still beyond the scope of research on terrorism. This essay aims to prove that we have to raise awareness of the issue, highlighting both relevant incidents and the extremist group’s propaganda incentive towards the enhanced use of arson. We raise the question whether on the basis of the incidents in Israel, arson could become a frequently used method of European terrorist units or individuals. And if yes, how the national counter-terrorist and law-enforcement agencies may adapt to the challenge of hardly controllable arson in order to minimize the chance of similarly executed attacks in the future.  相似文献

This paper uses an analytical framework derived from Pierre Bourdieu's sociology to explain the genesis of the European Security and Defense Policy (ESDP). Long-term social and institutional processes at work in the making of ESDP are addressed through an emphasis on the institutionalization of social fields, the impact of structural crises, and the socialization of policy makers into specific schemes of perception and action (habitus). Two arguments follow from this framework. First, the paper shows that the creation of ESDP after 1998 would have been impossible without the prior institutionalization of two transgovernmental arenas: (1) the European foreign policy field, wherein EU diplomats vie for influence over EU policies; and (2) the international defense field, centered upon military relations within NATO. Second, ESDP results from the strategies of a number of diplomats and military leaders who, following the end of the Cold War, perceived that they faced important organizational crises in their respective fields. This sociological framework provides a more nuanced account of ESDP's creation than that proposed by the two dominant explanations in international relations theory—realism's balancing and constructivism's strategic culture convergence. Combining structural and ideational factors, it elucidates three empirical puzzles: the lack of opposition to ESDP when it was launched, the motives of policy makers who proposed ESDP, and the disappearance of alternative options for the European security architecture.  相似文献

This article develops the concept of “Functional Regulatory Space” (FRS) in order to analyze the new forms of State action addressing (super) wicked problems. A FRS simultaneously spans several policy sectors, institutional territories and levels of government. It suggests integrating previous policy theories that focused on “boundary-spanning regime,” “territorial institutionalism” or multi-level governance. The FRS concept is envisaged as a Weberian “ideal-type” of State action and is applied to the empirical study of two European cases of potential FRS: the integrated management of water basins and the regulation of the European sky through functional airspace blocks. It will be concluded that the current airspace regulation does match the ideal-type of FRS any better than the water resource regulation does. The next research step consists in analyzing the genesis and institutionalization of potential FRS addressing other (super) wicked problems such as climate change and economic, security, health and immigration issues in different institutional contexts as well as at various levels of governance.  相似文献

Agricultural intensification, or increasing yield, has been a persistent theme in policy interventions in African smallholder agriculture. This article focuses on two hegemonic policy models of such intensification: (1) the ‘Alvord model’ of plough-based, integrated crop-livestock farming promoted in colonial Zimbabwe; and (2) minimum-tillage mulch-based, Conservation Agriculture, as currently preached by a wide range of international agricultural research and development agencies. An analysis of smallholder farming practices in Zimbabwe's Zambezi Valley, reveals the limited inherent understanding of farmer practices in these models. It shows why many smallholder farmers in southern Africa are predisposed towards extensification rather than intensification, and suggests that widespread Conservation Agriculture adoption is unlikely.  相似文献

There are many studies on the effects of both economic globalisation and the rise of China. These core issues of the contemporary international agenda entail major economic, military, environmental, social and cultural transformations in most nations. While there is also an abundant literature on how globalisation supported the rise of China, there are scarce publications on how China became one of the primary drivers of globalisation. This article assumes that understanding the power of globalisation over countries is as crucial as assessing the power of certain countries over the process. In this sense, it uses the recently created ‘theory of globalisers’ to analyse how is China transforming contemporary economic globalisation. The conclusion is that China became an ‘economic globaliser’ in the twenty-first century. As the largest exporter, the second largest importer, the third largest provider of foreign direct investments, and a major supplier of high-tech goods, the Asian giant is a vital partner for several economies in different continents. In this context, Beijing’s globalisation strategy aims at both securing the benefits of globalisation and reforming the international economic order, but without a revolutionary stance.  相似文献

The article investigates the factors shaping the number and content of interpellations, a form of parliamentary questions by members of parliament (MPs) in post-regime change Hungary. Four theoretical propositions regarding the functions of interpellations are examined in this context: political control; policy-oriented information seeking; parliamentary group leadership; and constituency service. A new database of 4096 observations for the period between 1990 and 2014 is compiled in order to analyse these hypotheses. Computer-assisted content analysis techniques and count data regressions are used to describe the text of interpellations in terms of their geographical and policy content. Results show that opposition MPs interpellate more, whereas representatives of single-member districts and regional lists interpellate less than their peers. Representatives from single-member districts and regional lists make more reference to local issues in general, but not to their own district or county. Finally, policy specialisation increases the likelihood of submitting pertinent parliamentary questions.  相似文献

Pattern recognition techniques can be very useful in forensic sciences to point out to relevant sets of events and potentially encourage an intelligence-led style of policing. In this study, these techniques have been applied to categorical data corresponding to cutting agents found in heroin seizures. An application of graph theoretic methods has been performed, in order to highlight the possible relationships between the location of seizures and co-occurrences of particular heroin cutting agents. An analysis of the co-occurrences to establish several main combinations has been done. Results illustrate the practical potential of mathematical models in forensic data analysis.  相似文献

The international monetary system is the basis to establishing acomprehensive global financial safety mechanism. To understand the internalconnections between the reform of the international monetary system and the globalsafety mechanism has important policy implications. The reform of the internationalmonetary system and the construction of the global safety network are inherentlyrelated to each other. Risk management and crisis response are the functions ofthe international monetary system and serve to ensure the safety of the globalfi nancial system; liquidity management and international exchange rate coordinationare conducive to the maintenance of the stability of the global financial system.International exchange rate coordination, the control of spillover effect of US monetarypolicies and the reform of governance structures of the international monetary systemcontribute to global fi nancial safety. However, the reform of the international monetarysystem and the establishment of the global fi nancial safety mechanism are faced withproblems such as Triffin Dilemma, the technical shortcomings of global financialsystem, the ill coordination of global and regional fi nancial security network and thegrowing number of political issues involved. In order to build a sound global fi nancialsafety system, cooperation should be enhanced in the following fi ve aspects: to promotethe reform of the Bretton Woods institutions; to build the global financial safetynetwork; to establish the liquidity management system; to facilitate the construction ofthe super sovereign currency; and to deepen regional monetary cooperation.  相似文献
