Growing interest in the use of administrative data to answer questions around program implementation and effectiveness has led to greater discussion of how government agencies can develop the necessary internal data infrastructure, analytic capacity, and office culture. However, there is a need for more systematic research into how states find different pathways and strategies to build administrative data capacity. Drawing on interviews with almost 100 human service agency staff and their data partners, the authors examine the realities of administrative data use. They summarize the experiences of data users in order to address two main challenges: limited analytic capacity and challenges to linking or sharing data resources. The article concludes by examining a range of approaches that government agencies take to improve data quality and capacity to analyze that data.  相似文献

This article explores how a devolved government in a small country, faced with external constraints beyond its immediate control, can deploy policy resources to shape a distinctive approach to public services. We analyse recent homelessness policy in Wales using the NATO (Nodality, Authority, Treasure, Organisation) typology of tools of government proposed by Hood and Margetts, and show how this can be applied usefully to understand the choices that governments must make in conducting relationships with other institutions. We conclude that a combination of Nodality and Authority provide powerful resources for a subnational government which has only limited formal powers and fiscal autonomy.  相似文献

The School‐to‐Prison Pipeline is a social phenomenon where students become formally involved with the criminal justice system as a result of school policies that use law enforcement, rather than discipline, to address behavioral problems. A potentially important part of the School‐to‐Prison Pipeline is the use of sworn School Resource Officers (SROs), but there is little research on the causal effect of hiring these officers on school crime or arrests. Using credibly exogenous variation in the use of SROs generated by federal hiring grants specifically to place law enforcement in schools, I find evidence that law enforcement agencies learn about more crimes in schools upon receipt of a grant, and are more likely to make arrests for those crimes. This primarily affects children under the age of 15. However, I also find evidence that SROs increase school safety, and help law enforcement agencies make arrests for drug crimes occurring on and off school grounds.  相似文献

Adolescents’ reports of parental differential treatment have been linked to increased externalizing behaviors. The current study investigated whether adolescent self-esteem and sibling relationship characteristics (age-spacing and sibling relationship quality) moderated associations between parental differential treatment and later externalizing behavior. Data was gathered at two assessments from 708 sibling pairs (94% White; 51% male; same-gender pairs <4 years apart in age). Older/younger siblings were aged MAssessment1?=?13.5/12.1 and MAssessment2?=?16.2/14.7 years. We found that higher levels of maternal differential treatment predicted greater residualized gains in externalizing behavior among older siblings who were (a) the same age as their sibling or near-to and had low self-esteem or (b) three years older than their sibling and had higher self-esteem. Higher levels of paternal differential treatment predicted greater residual gains in externalizing for older siblings with wider age ranges (regardless of self-esteem), and among older siblings with high levels of self-esteem (regardless of age difference). Surprisingly, maternal differential treatment was protective in one case: for adolescents with low self-esteem who were at least three years older than their siblings, maternal differential treatment predicted reduced externalizing behaviors. Paternal differential treatment was protective for more youth than maternal differential treatment: older siblings with low self-esteem who experienced paternal differential treatment exhibited decreased externalizing behaviors across adolescence, regardless of age difference. The findings highlight the importance of self-esteem and sibling age-spacing as particularly salient contextual influences in older siblings’ perceptions of maternal and paternal differential treatment, and that maternal and especially paternal differential treatment does not always serve as a risk factor for externalizing problems.  相似文献

Scholars have known for years that many Canadian voters hold different partisan loyalties at the federal and provincial level. In this paper, I address the question of whether provincial party loyalty has an effect on federal level vote choice above and beyond the effects of federal level party loyalty. I also examine whether provincial party loyalty is enough to explain the persistence of the ‘two-party-plus’ system in Canada. In order to address these questions I construct a series of multinomial logit models of federal vote choice in the 1993 and 2000 Canadian elections. I conclude that provincial party loyalty does have an effect on federal level vote choice, but that this influence is not enough to explain the persistence of the ‘two-party-plus’ system.  相似文献

By examining in detail the successes and failures of different development models in one developing country over a four-decade period, this article sketches a development model for small economies in the 1990s as an alternative to the neoliberal model pushed by the International Monetary Fund. It reviews the experience of Jamaica with various development models from the 1950s to the 1990s, with special attention focused on the experience of the Seaga government of the 1980s. It also draws lessons from the successful development experience of small European countries and of the East Asian Newly Industrialized countries. In normative terms, the alternative development model attempts to combine growth with equity and democracy. In analytical terms, it takes account of the constellation of domestic forces and appropriate political strategies, as well as of international economic and political conditions. The main features are a strong role for the state in economic interactions with transnational corporations, in identification of export markets and promotion of export production, in selective protection of domestic industry with an export potential, in promotion of agriculture linked to industrial development, in improvement of human resources and promotion of regional economic integration. Within these parameters, a crucial role is assigned to the domestic private sector and a complementary one to foreign investment. Distribution is to be addressed primarily through distribution of productive assets and access to health care and education.
