Several Canadian and international scholars offer commentaries on the implications of the COVID-19 pandemic for governments and public service institutions, and fruitful directions for public administration research and practice. This second suite of commentaries considers the challenges confronting governments as a result of the COVID-19 pandemic and in the decades to come with an increasingly broad lens: the need to understand and rethink the architecture of the state given recent and future challenges awaiting governments; the need to rethink government-civil society relations and policies to deliver services for increasingly diverse citizens and communities; the need for new repertoires and sensibilities on the part of governments for recognizing, anticipating, and engaging on governance risks despite imperfect expert knowledge and public skepticism; how the COVID-19 crisis has caused us to reconceive international and sub-national borders where new “borders” are being drawn; and the need to anticipate a steady stream of crises similar to the COVID-19 pandemic arising from climate change and related challenges, and develop new national and international governance strategies for fostering population and community resilience. 相似文献

ABSTRACTGhana’s Petroleum Revenue Management Act 815 (amended to Act 893 in 2015) established the Public Interest and Accountability Committee (PIAC) in 2011 with the mandate to ensure accountability and transparency in the management and usage of oil and gas revenue. This paper critically examines the activities and operations of the PIAC from 2011 vis-à-vis its legally reposed mandate. It points to severe deficit in accountability but improvements in transparency in the management of oil and gas revenues in spite of the existence and operations of the PIAC. After eight years of operation, the PIAC continues to suffer monumental challenges that undermine its effectiveness in serving as an accountability and transparency initiative in Ghana’s oil and gas sector. The paper makes some recommendation based on the empirical challenges of the PIAC identified to strengthen the PIAC to deliver effectively on its mandate. 相似文献

Recent scholarship on the populist radical right tends to imprecisely describe the welfare agenda of this party family with reference to its key ideological characteristics of nativism, authoritarianism, and populism. We propose an alternative analytical framework that considers the multidimensionality of welfare state positions and the “deservingness criteria” that underlie ideas about welfare entitlement. Applying this framework to a sample of four European populist radical right parties, we conclude that three interrelated frames inform their welfare agenda. These parties, we argue, advocate social closure not only on the basis of the deservingness criterion of identity (welfare chauvinism), but also on criteria of control, attitude, and reciprocity (welfare producerism) and on an antagonism between the people and the establishment (welfare populism). Understanding the welfare agenda of the populist radical right requires us to move beyond welfare chauvinism and to reconsider the concept of welfare producerism and its interaction with welfare chauvinism. 相似文献

We report the case of a 27 year old man who was injured by a Taser gun device which penetrated the frontal part of the skull and damaged the underlying frontal lobe. Cerebral penetration was revealed by a brain CT scan. A neurosurgical procedure was required to remove the dart from the skull and brain and the evolution was successful allowing discharge of the patient one week later. There were no additional lesions, particularly electrifying lesion, as only one probe had penetrated the skull. We also observed the length of a Taser dart is sufficient to allow brain penetration. Fortunately, no infection or neurological complication occurred following brain injury. This case study underlines the potential risk induced by the use of Taser stun gun. Although generally regarded as a safe alternative, serious injuries have however been reported and questions regarding the safety of the device still remains unresolved. 相似文献

Our era is characterized by the globalization of crime. This poses to all democratic countries the urgent need to reform their systems to fight crime more effectively. Forensic sciences remain an integral part of the system against crime. This scientific field can also offer valuable knowledge regarding the causes of death. From an epidemiologic point of view, this can result in better organization of prevention measures for the best interests of the community. Harmonization and collaboration in the operation of the various forensic systems that presently exist around the world is of paramount importance if effective prevention of crime and other causes of death in contemporary reality is to be achieved. In addition, revision of training in forensic pathology and forensic sciences is essential if harmonizing the forensic systems is to succeed. This report provides an overview of the wide variation in the operation of forensic systems and training. Emphasis is given to the importance of their harmonization, and an attempt is made to explore principles that may contribute along these lines. For investigation of air disasters, crash reconstruction is obtained using data from flight recorders, physical evidence from the site, and injuries patterns of the victims. This article describes a new software, Crash Injury Pattern Assessment Tool (CIPAT), to code and analyze injuries. The coding system was derived from the Abbreviated Injury Score (AIS). Scores were created corresponding to the amount of energy required causing the trauma (ER), and the software was developed to compute summary variables related to the position (assigned seat) of victims. A dataset was built from the postmortem examination of 154/228 victims of the Air France disaster (June 2009), recovered from the Atlantic Ocean after a complex and difficult task at a depth of 12790 ft. The use of CIPAT allowed to precise cause and circumstances of deaths and confirmed major dynamics parameters of the crash event established by the French Civil Aviation Safety Investigation Authority. 相似文献

This article discusses an often-ignored subject in Botswana-specific literature: the emergence of rights-asserting contemporary public service customers. These customers unflinchingly demand their rights. Given this situation, this article argues that there is a need for a paradigm shift on the part of public servants. Among other things, this will entail the crafting of a new internally created customer service charter which puts a high premium on service delivery. Thus, the charter should beget a public service that respects customers' inviolate right to quality public service. We take advantage of the natural experiment generated by the exogenous change in government policy towards microcredit to evaluate the impact of the increased supply of microcredit on the utilisation of credit by micro-entrepreneurs. Based on micro-entrepreneurs' survey and administrative data from a microcredit programme in Brazil, we show that: the increased supply of microcredit raised formal credit utilisation and this does not crowd out the use of informal credit sources; formal credit taking improves business performance; and returns are larger for women- than for men-owned firms, but males employ significantly more workers after taking formal credit than females. 相似文献

Conditional cash transfer (CCT) programmes aim to alleviate poverty through monetary and in-kind benefits, as well as reduce future incidence of poverty by encouraging investments in education, health and nutrition. The success of CCT programmes at reducing poverty depends on whether, and the extent to which, cash transfers affect adult work incentives. In this paper we examine whether the PROGRESA programme of Mexico affects adult participation in the labour market and overall adult leisure time, and we link these effects to the impact of the programme on poverty. Utilising the experimental design of PROGRESA's evaluation sample, we find that the programme does not have any significant effect on adult labour force participation and leisure time. Our findings on adult work incentives are reinforced further by the result that PROGRESA leads to a substantial reduction in poverty. The poverty reduction effects are stronger for the poverty gap and severity of poverty measures. 相似文献

This study extends the debate concerning the feasibility of using foreign assistance to leverage political reforms in developing countries. This research combines both quantitative and qualitative methodologies in an effort to expand on the work done by previous scholars. Conclusions of the empirical analysis point to the finding that political conditionality is most effective when close cooperation exists between donors. This coordination, however, is frequently sabotaged by self-interested donor-patrons, illustrated by the case of Cameroon and France. This pattern is generalizable and significantly undermines the overall success rate of a political conditionality approach. 相似文献
