In an experimental study, participants read a scenario about five business partners who sold plants at a flea market. Each partner obtained a different outcome and still had to pay the costs of the partnership. Participants either had to indicate what they considered to be a fair distribution of the costs (given each individual partner's earnings) or what they considered to be a fair distribution of the net results (the total outcome minus the costs). The total outcome was either higher or lower than the costs (i.e., the enterprise resulted in a net profit or a net loss). The results indicate that fairness judgments are affected by the target of distribution. Negative outcomes are distributed differently than positive outcomes, and within the domain of negative outcomes, marked differences are observed between costs and net losses. The results are explained in terms of the differential salience of the distribution of the net result. 相似文献

Based upon interview data from 60 officers in four county jails, this paper examines the differences in the institutional work orientations and experiences of deputy sheriffs and career line correctional officers. We found that both deputy sheriffs and corrections officers felt they received little support from administrators and were treated as second-class employees. Corrections officers were more likely to emphasize the professionalism of corrections work, to reduce social distance with inmates, and to stress the importance of human relations skills in effective work performance. In contrast, deputies were more likely to emphasize the futility of corrections work, to view inmates with suspicion and distrust, and stress coercive control and order maintenance duties. 相似文献

Decentralization of a substantial portion of development activity under Indonesia's New Order has been attempted in the context of centralizing civil service reforms. This analysis, based on field observation in two areas distant from the ‘bureaucratic centre’ of Java, South Sulawesi and East Nusa Tenggara in early 1986, shows some ways in which the structure of the civil service and recent policies governing it have handicapped regional governments in their attempts to develop an apparatus capable of managing decentralization. For example, the structure often leads local officials to prefer rank over technical qualifications in appointments to managerial positions. The analysis also shows how they cope and attempt to maintain their legal prerogatives vis-à-vis the central government. In conclusion policy recommendations are offered that would help to achieve a better balance between the New Order's concerns for centralization and decentralization. 相似文献

This study compares the activities of the Democratic and Republican delegations from Tennessee to the 1984 national nominating conventions. Although the two delegations were quite similar in personal attributes, their activities varied contextually with the different circumstances surrounding the two conventions. While the Democratic convention was a genuinely decision-making assembly making for wide dispersion of delegation members' activities, the Republican convention turned the delegates into recipients of party appeals for unified support of the presidential as well as congressional and gubernatorial candidates. The decision of the Republicans to conduct their 1988 convention under the same rules as in 1984, in contrast to the Democrats' decision to have a commission create new rules for 1988, was inevitable given the different contexts of the two conventions. 相似文献
