DO GROUP DYNAMICS INFLUENCE SOCIAL CAPITAL GAINS AMONG MICROFINANCE CLIENTS? EVIDENCE FROM A RANDOMIZED EXPERIMENT IN URBAN INDIA

As an intrinsic part of the classic microfinance model, group meetings are intended to employ social capital to ensure timely repayment. Recent research suggests that more frequent meetings can increase social capital among first‐time clients. Using randomized variation in group meeting frequency for 174 microfinance groups in India, we demonstrate that social capital gains associated with more frequent meetings continue to accrue across multiple lending cycles. However, these effects are reduced when group members differ in their borrowing history. In addition, clients who start with low levels of empowerment report higher social capital gains when matched with similar clients. We discuss how current microfinance policy debates overlook the creation of social capital, including through repayment meeting frequency, and we encourage regulators to undertake a holistic understanding of microfinance's impacts.     

Things Can Only Get Better? Changing Views of the Past,Present and Future in the Former Soviet Union

Previous research has reported substantial levels of nostalgia for the Soviet era among citizens of some of the independent republics that emerged from its collapse. We report new analyses from eight former Soviet republics, and from two surveys, in 2001 and 2010, comparing attitudes to government in the Soviet period and at the time of the surveys, as well as expectations for the future. Everywhere, views of the past have become less positive and those of the present more positive. However, both the views in each survey and the change between each of them vary among countries and socio-demographic groups.     

MP Transparency,Communication Links and Social Media: A Comparative Assessment of 184 Parliamentary Websites

Parliamentary websites (PWs) can potentially enhance the quality of government by providing information and communication links that stimulate political awareness, deliberation and participation. This article focuses on two particular uses of PWs that can facilitate communication between constituents and their Members of Parliament: provision of MP contact and background information; and links to social media. Through a seminal empirical examination of all 184 functioning lower house and unicameral PWs around the world, this study found that although PWs in wealthy democracies generally provide more MP information, the majority of PWs are deficient in providing basic MP information to citizens and utilizing linkages to social media. By contrast, some non-democratic states and newly democratized countries, especially those with compulsory voting, display a relatively high level of MP transparency and social media connectivity.     

Issues management,systems, and rhetoric: exploring the distinction between ethical and legal guidelines at Enron

• Many corporations use legal rather than ethical standards for decision making in issues management. The Enron collapse provides a case example of why legal standards should never be used as a substitute for ethical principles. As we illustrate in this discussion of Enron, seeking loopholes in the law can lead to ethical violations that are ultimately more severe than legal infractions. We use systems theory and rhetorical rationales to discuss the issues management function as the proper location in an organization for ethical decision making and corporate responsibility. Both systems theory and rhetoric support the argument that an organization must be good internally and make decisions from an outside‐in perspective; management at Enron heeded neither idea. This research recommends a deontological approach, based on Kantian norms of moral autonomy and good intention as a basis for ethical issues management, and uses the Enron case for illustration of these principles. We conclude this discussion by offering a matrix simplifying the principles of both ethical and legal decision making based on systems theory and rhetorical approaches to public policy.

AmpFlSTR profiler Plus short tandem repeat DNA analysis of casework samples, mixture samples, and nonhuman DNA samples amplified under reduced PCR volume conditions (25 microL)

As part of the validation of the AmpFlSTR Profiler Plus short tandem repeat (STR) system, under reduced polymerase chain reaction (PCR) volume conditions (i.e., 25 microL), a total of 275 casework samples were processed. Examples of profiles are presented along with amplification conditions to improve the odds of obtaining balanced and complete profiles for samples showing partial results or profiles with a descending slope. Data collected and used to develop our interpretation guidelines are included. From the mixture studies, full profiles were obtained for minor contributors, using 2 ng of DNA, with ratios of 10:1 or 1:20 and using 1 ng of DNA, with ratios of 10:1 and 1:8. The specificity of the Profiler Plus amplification reaction performed in 25 microL was examined and confirmed using a large spectrum of nonhuman DNAs. This report supports the use of the AmpFlSTR Profiler Plus STR system for casework DNA typing under reduced PCR volume conditions.
