United against a common foe? The nature and origins of Euroscepticism among left-wing and right-wing citizens

In Western European democracies opposition to the European Union is commonly found at the ideological extremes. Yet, the Euroscepticism of radical left-wing and radical right-wing parties has been shown to have distinct roots and manifestations. The article investigates whether these differences are mirrored at the citizen level. Using data from the European Election Study (2009/2014) and the European Social Survey (2008/2012) in 15 West European countries, it is found that left-wing and right-wing citizens not only differ in the object of their Euroscepticism, but also in their motivations for being sceptical of the EU. Left-wing Eurosceptics are dissatisfied with the current functioning of the EU, but do not oppose further European integration per se, while right-wing Eurosceptics categorically reject European integration. Euroscepticism among left-wing citizens is motivated by economic and cultural concerns, whereas for right-wing citizens Euroscepticism is solely anchored in cultural attitudes. These results refine the common ‘horseshoe’ understanding of ideology and Euroscepticism.     

Sticky Dollars: Inertia in the Evolution of Federal Allocations for HIV Care through the Ryan White HIV/AIDS Program

While substantial research examines the dynamics prompting policy adoption, few studies have assessed whether enacted policies are modified to meet distributional equity concerns. Past research suggests that important forces limit such adaptation, termed here "policy inertia." We examine whether block grant allocations to states from the Ryan White HIV/AIDS Program have evolved in response to major technological and political changes. We assess the impact of initial allocations on later funding patterns, compared to five counterfactual distributional equity standards. Initial allocations strongly predict future allocations; in comparison, the standards are weak predictors, suggesting the importance of policy inertia. Our methodology of employing multiple measures of equity as a counterfactual to policy inertia can be used to evaluate the adaptability of federalist programs in other domains.

Performances of Police Legitimacy in Rio's Hyper Favela

Rio de Janeiro is home to over one‐thousand favelas (slums), the majority of which are controlled by armed drug traffickers engaged in a long‐standing war with police. This article shows how state legitimacy is challenged by the everyday reality of dual power, postcolonial legacies of inequality and marginalization, and a porous culture of law. Drawing on ethnographic fieldwork in one of the largest favelas in the city, I argue that police actions revolve around the enactment of violent spectacle, performed by the Elite Special Forces, BOPE. The use of performative violence, however, rather than shoring up state control at the margins of city life, works instead to undermine police (and state) authority.     

The power of small-scale solar: gender,energy poverty,and entrepreneurship in Tanzania

Energy poverty is a major challenge in the developing world, with an estimated 1.2 billion people lacking household electricity. Although energy poverty affects both men and women, the burden of household energy supply disproportionately affects women in low-income countries in the developing world. This article examines the impact of a women-oriented solar lighting social enterprise, Solar Sister, in Tanzania for both solar entrepreneurs and customers, demonstrating that solar lanterns positively impact household savings, health, education and women’s economic productivity and empowerment. Our study argues that Solar Sister’s approach is successful because of its explicit gender lens. Providing energy access to women translates to a pro-woman, pro-child, and pro-family development intervention.     

The Criminal Justice Approach: Case Examples

The article presents a special form of a European comparative synopsis. For this case examples have been chosen ranging from administrative or minor (criminal) offences to increasingly serious offences and offenders. In this way it can be comparatively demonstrated how the criminal justice systems studied handle specific cases and whether they do so in a similar or different way.     

“Those Are Our People and That's Our Family”: Wabanaki Perspectives on Child Welfare Practice in Their Communities

In collaboration with the Maine Wabanaki-State Child Welfare Truth and Reconciliation Commission Convening Group, this study explored perspectives of Wabanaki community members and tribal child welfare staff on state child welfare involvement in Wabanaki communities. Qualitative analysis of three focus groups found that participants perceived fundamental differences between what guides the work of tribal child welfare staff and state child welfare staff, as well as differences in understanding the profound impact of removing a child from the community. These findings are suggested to be elements of a Wabanaki counter-narrative that contrasts with the historical dominant narrative about Native families and children.
