The majority of scholarly research on Rwanda currently focuses on determining the causes of and participation in the genocide. In this paper, we explore a variety of questions that have come to the forefront in post-genocide Rwanda. In particular, we are concerned with the prospects for peace and justice in the aftermath of the gross abuses of human rights that occurred and, to that end, we consider the potential uses and limits of restorative justice initiatives in the process of healing and reconciliation in Rwanda. We argue that restorative justice initiatives have moved the country closer toward reconciliation than retributive measures, such as the International Criminal Tribunal for Rwanda. That said, we also suggest that the Rwandan government, despite claims that it seeks to achieve reconciliation, has not shown a serious commitment to healing the wounds that persist between either individual Rwandans or the groups that they comprise. In the end, then, we make a case for the importance of pairing a comprehensive search for justice in Rwanda with a commitment to truth-telling and accountability by the victims and perpetrators of the genocide, as well as by current government officials.  相似文献

The symptoms of MDA intoxication exhibited by the decedent prior to death closely mimic those of acute amphetamine poisoning: profuse sweating, violent and irrational behavior, and stereotypically compulsive behavior. Therefore, if amphetamines are not detected in specimens from a person displaying classic symptoms of amphetamine poisoning, hallucinogenic amphetamine derivatives may be considered. In the case described, a divided dose of 850 mg of MDA ingested within 2 h and 15 min was sufficient to cause the death of a 24-year-old male, 4 h after the final dose. While the methaqualone may have contributed to the demise of the decedent, the authors think that the MDA itself was sufficient to cause death. Results of limited recovery studies of MDA extraction from blood and elution from TLC plates supported the observations of Cimbura [13]. Approximately 85% of MDA is extracted by the method described and its elution from TLC plates is quantitative. This case points out once again the dangers of false advertising in the illicit market. The decedent, himself a dealer in the illicit drug market, and all present at the party believed the ingested white powder to be a mixture of morphine, LSD, and amphetamine, hence MDA. Conceptual and operational differences between the municipal fiscal processes of appropriating and budgeting are examined. Examination is within the framework of Illinois practice, in which some cities prepare an operating budget while others prepare only an appropriation ordinance. The author finds that there are indeed conceptual and operational differences; budgeting is conceptually a more formal and multi-dimensional process than appropriating, and such differences are reflected in the practices of Illinois cities. However, the operational differences are generally of small magnitude. The author recommends that initiation of a budget system be accompanied by programs for infusing fiscal decision making with new concepts and skills.  相似文献

Child well-being is a required goal for public child welfare. Despite this requirement, there continues to be no systematic inclusion of child well-being indicators in administrative data, particularly for children remaining in the home. This brief commentary provides a rationale and suggested steps for moving toward inclusion of well-being indicators as a part of standard electronic record-keeping. Suggested operationalized elements for inclusion in electronic records are offered as well as suggestions for linkage across systems to begin to capture elements of the outcome of well-being automatically. Limitations and barriers are discussed as well as present policy changes that may provide support for this endeavor.  相似文献

In the United States, medicolegal death investigation practices and policies pertaining to sudden unexpected deaths are mandated by state government. Practices vary across states, which contributes to inconsistency in job prerequisites and training. In preparation for a study focused on occupational safety and health of medicolegal death investigators in their on-scene and follow-up activities, a scoping review was conducted to document known occupational safety risks and health-related conditions associated with death investigation. Searches used Boolean and subject heading operators both broad and narrow in scope, and search terms included scene responder, hazard, investigator, forensic pathology, injury, and safety. Twenty-five articles met inclusion criteria, which included seventeen survey-mixed method designs, two systematic reviews, five quasi-experimental designs, and one case study. Twelve articles addressed mental health and eleven focused on risks associated with infectious disease. One article addressed the risk of chemical exposure from cyanide among autopsy personnel (including forensic pathologists) and nine included a wide range of employees within the setting of medical examiner or coroner offices. One article, addressing burnout, included employees in a forensic science laboratory setting as well as medicolegal death investigators and two articles included forensic pathologists and medicolegal death investigators. Only one article addressed medicolegal death investigators specifically. Articles addressing occupational and environmental hazards of medicolegal death investigators associated with musculoskeletal, respiratory, cardiovascular, radiological, nuclear, electrical, or explosive threats were not identified. There is little published about safety risks inherent in conducting death investigations. Research is needed to adequately inform health promotion and injury prevention strategies.  相似文献

European Community politics created new opportunities for political leadership. Leadership of the integration process was provided first and foremost by national political leaders, with the EC's supranational institution — the Commission — playing a supporting role. Jacques Delors was the first Commission president (1985–1995) significantly to redefine his role, and consequently to create a model for European, supranational political leadership. Analysing Jacques Delors’ discourse provides us with a methodological tool for understanding how he politicised the leadership role of the Commission, and to what effect.  相似文献
