This research examined the challenges, enablers and outcomes of organisation transformation in Philippine local governments. We combined a multi-case study research design and backward mapping approach in collecting and analysing narratives from 55 leaders in 9 Filipino local government units (LGUs) that have successfully undergone transformation. Results show that the transformations of the LGUs appear to have been catalysed by three interrelated elements: vision, LGU leadership and citizen engagement. The transformation in the local governments concentrated on multiple foci of reform including structure and systems improvement, culture change, human-resource development as well as policy and programme development. This holistic approach enabled the transformation of bureaucratic and unprofessional government service to transparent, professional and efficient public service that engendered pride, transparency and social equity. Implications of the proposed model for transforming LGUs and in developing LGU leaders for good governance are discussed. 相似文献

With the aim of promoting national food security, the Vietnamese government enforces the designation of around 35 per cent of agricultural land strictly for paddy rice cultivation. We investigate the economic effects of adjusting this policy, using an economy-wide model of Vietnam with detailed modelling of region-specific land use, agricultural activity, poverty and food security measures. Our results show that the removal of the rice land designation policy increases real private consumption by an average of 0.35 per cent per annum over 2011–2030, while also reducing poverty, improving food security and contributing to more nutritionally balanced diets among Vietnamese households. 相似文献

In the last decade the public body has undergone changes along the lines of New Public Management concepts in the context of the reform of state structures and processes. The consequences of such reforms for democratic steering capacities have been discussed controversially. On the one hand, scholars argue that NPM strengthens democratic steering capacities while critics on the other warn that NPM reduces just such capacities. Our research analyses this question in the context of case studies about reform activities in four Swiss cantons. The results provide evidence of neither an improvement in nor a reduction of democratic steering capacities through NPM reforms. On the whole, the observed changes in democratic steering capacities proved to be marginal, in either direction. 相似文献

Abstract. In 1982, a new Liberal-Conservative government launched a grand deregulatory campaign as part of its programme for restoring the Danish economy. After some initial success, the campaign lost momentum. The government gradually realised that it was difficult to mobilise both economic interests and public opinion for the cause of deregulation. Bureaucratic resistance and disinterest among economic interest organisations together with the erosion of political commitment to deregulation after a couple of years stopped the campaign. Abstract: In this research, we examined whether fixed pattern noise or more specifically Photo Response Non‐Uniformity (PRNU) can be used to identify the source camera of heavily JPEG compressed digital photographs of resolution 640 × 480 pixels. We extracted PRNU patterns from both reference and questioned images using a two‐dimensional Gaussian filter and compared these patterns by calculating the correlation coefficient between them. Both the closed and open‐set problems were addressed, leading the problems in the closed set to high accuracies for 83% for single images and 100% for around 20 simultaneously identified questioned images. The correct source camera was chosen from a set of 38 cameras of four different types. For the open‐set problem, decision levels were obtained for several numbers of simultaneously identified questioned images. The corresponding false rejection rates were unsatisfactory for single images but improved for simultaneous identification of multiple images. 相似文献
