STR data for nine Y-chromosomal loci in Guinea Equatorial (central Africa)

Allele and haplotype frequencies for nine Y-specific STR loci (DYS19, DYS389-I, DYS389-II, DYS390, DYS391, DYS393, DYS434, DYS437, and DYS439) were obtained from a sample of 57 males from Guinea Equatorial.     

Absence of a market in the Dutch balancing mechanism: European rules versus specific investments

The European directives for the electricity industry prescribe the creation of a market for balancing electricity supply and demand. In this paper, we demonstrate that a market for balancing has not emerged in the Dutch electricity industry, and that, instead, the balancing transactions are governed by regulated, long-term contracts and a bidding mechanism. We explain the absence of a balancing market by using the framework of transaction cost economics, in which the efficiency of a market decreases with increasing investments in specific assets. The results of a questionnaire among the energy firms that supply balancing power in the Dutch setting show that these firms have invested in specific physical, temporal and dedicated balancing assets. The need for these specific investments to balance supply and demand does not only explain the absence of a market, but also the lack of participation by small firms in the balancing mechanism. We recommend several policies, such as stimulating technological developments for the storage of electricity and demand side management, which reduce these specific investments in balancing assets, and thereby stimulate the creation of a market and the participation of small firms.     

Looking for needles in a haystack: Key issues affecting children's rights in the General Data Protection Regulation

The EU General Data Protection Regulation (GDPR) devotes particular attention to the protection of personal data of children. The rationale is that children are less aware of the risks and the potential consequences of the processing of their personal data on their rights. Yet, the text of the GDPR offers little clarity as to the actual implementation and impact of a number of provisions that may significantly affect children and their rights, leading to legal uncertainty for data controllers, parents and children. This uncertainty relates for instance to the age of consent for processing children's data in relation to information society services, the technical requirements regarding parental consent in that regard, the interpretation of the extent to which profiling of children is allowed and the level of transparency that is required vis-à-vis children. This article aims to identify a number of key issues and questions – both theoretical and practical – that raise concerns from a multi-dimensional children's rights perspective, and to clarify remaining ambiguities in the run-up to the actual application of the GDPR from 25 May 2018 onwards.     

Symbolic Racism and Whites’ Attitudes Towards Punitive and Preventive Crime Policies

This study analyzes the determinants of Whites' support for punitive and preventive crime policies. It focuses on the predictive power of beliefs about race as described by symbolic racism theory. A dataset with 849 White respondents from three waves of the Los Angeles County Social Survey was used. In order to assess the weight of racial factors in crime policy attitudes, the effects of a range of race-neutral attitude determinants were controlled for, namely individual and structural crime attributions, perceived seriousness of crime, crime victimization, conservatism and news exposure. Results show a strong effect of symbolic racism on both types of crime policies, and in particular on punitive policies. High levels of symbolic racism are associated with support for tough, punitive crime policies and with opposition to preventive policies. Sub-dimensions of symbolic racism qualified these relationships, by showing that internal symbolic racism (assessing perceived individual deficiencies of Blacks) was most strongly predictive of punitiveness, whereas external symbolic racism (denial of institutional discrimination) predicted opposition to structural remedies. On the whole, despite the effects of race-neutral factors, the impact of symbolic racism on policy attitudes was substantial. Thus, White public opinion on both punitive and preventive crime policies is at least partially driven by racial prejudice.     

Positive Daily Family Interactions Eliminate Gender Differences in Internalizing Symptoms Among Adolescents

By the age of 18, girls are more than twice as likely as boys to experience internalizing symptoms. Focusing upon the family, a significant factor for adolescent mental health, we examined how positive and negative daily family interactions relate to gender differences in internalizing symptoms. 681 12th grade students (54 % female) completed diary checklists each night for 2 weeks in which they indicated whether they got along with their family (positive family interactions) and argued with their family (negative family interactions). Results indicate that negative daily family interactions explain, in part, why females experience heightened internalizing symptoms. Yet, even in the face of negative family interactions, positive daily family interactions have salutatory effects, reducing females’ emotional distress and eliminating gender differences in internalizing symptoms at high levels of positive interactions. These findings underscore the importance of positive family interactions for adolescent girls’ mental health.     

Illegal Economic and Transit Migration in the Czech Republic: A Study of Individual Migrants' Behaviour

This article examines the essential features of international migration and the illegal working activities of migrants in the Czech Republic, with a closer insight into the processes of trafficking and smuggling. The research is based on semi-structured interviews with 63 illegal migrants, both from countries of the former Soviet Union (mainly Ukraine) and developing countries in 2005 and 2006. The main conclusion of the analysis is that, in many ways, the situation of illegal labour and transit migration in the Czech Republic is similar to that in countries with a longer experience as target countries for immigration.
