The role of the United Nations in global environmental governance was determined in 1972 when a new international body for
the global environment was created as a programme within the United Nations rather than as an autonomous specialized agency.
A set of political dynamics between developed and developing countries led to the decisions on the functions, form, financing,
and location of the new intergovernmental organization—the United Nations Environment Programme. This article traces the historical
roots of these choices and exposes the motivations behind them.

The German Federal Network Agency (FNA) was established in 2005 as multi-utilities regulator thereby creating Germany's first energy regulator. It maintains a quite exceptional position in the landscape of German agencies because of its far-reaching independence from political influence. This independence represents an empirical puzzle, because in Germany no comprehensive agencification of the federal administration can be observed and independent agencies are rather an exception than a rule. This article explores whether this puzzle can be plausibly solved by the approach of institutional isomorphism. It argues that the German government faced informal pressure from the European Commission and its endeavour to build a network of European energy regulators at the European level. Furthermore, independent regulatory agencies increasingly became a kind of guiding model in the utilities sector. Therefore, mechanisms of coercive and mimetic isomorphism can be seen as plausible explanations of the agency's independence. 相似文献

Housework is a useful arena for a study of the manufacturing of everyday femininity and masculinity. This article focuses on discourses and practices concerning housework and its equal or unequal distribution between husband and wife. It analyses how gender equality ideologies are met with or assimilated into everyday speech and understandings among Swedish women. Interview accounts from two women of different ages and class positions are analysed in detail, using a discursive approach of analysis. Their ways of relating to available discourses on gender equality and femininity are contrasted, and related to the feminist project of fifty‐fifty sharing of housework and traditional discourses of separate spheres for women and men. 相似文献

This article focuses on the study of the Cortes that convened during the reign of King Ferdinand I (1367–83), which took place in the context of the wars experienced in Europe, in the Iberian peninsula and in Portugal. First, it is shown how the Hundred Years War impacted on the Iberian peninsula from the moment when Henry of Trastámara, with the support of France, opposed the rule of his half-brother, Peter of Castile. At the same time, the Portuguese King Ferdinand I presented himself as a candidate to the Castilian throne, with the support of England. The three Fernandine Wars that took place in 1369–71, 1372–73 and 1381–82 are then briefly described. Next, this article examines the eight Cortes that met during the reign of Ferdinand I, showing how they were all summoned because of the war. Finally, this article analyses the appeals made by the municipalities in the Cortes of Lisbon of 1371, the Cortes of Oporto of 1372 and the Cortes of Leiria of 1372, with special attention given to the many military, economic, social, administrative and fiscal appeals and requests arising from the ills of war. Hence, it is concluded that the Cortes were unable to solve many of these problems, even though they contributed to restraining certain abuses. They were mostly an opportunity for dialogue between the king and the commoners, as well as a mitigating factor of greater tension and social conflict in this internal and external state of war. Within the context of war, the strength of the Cortes as a representative institution was reinforced, as well as the power and representativeness of the procurators of the commoners within the Cortes. 相似文献

This paper explores the motivations for and processes of a unique multi‐stakeholder collaboration aimed at the long‐term sustainable development of a region. The region is that of Australasia's largest lake, Lake Taupo, New Zealand. Lake Taupo has geographic features that have not only enabled the development of a strong economy based on tourism, forestry and agriculture but have also generated particular environmental problems. The findings of the case study present highly innovative solutions that are premised on collaboration and on a ‘business case’ for sustainability. From extensive interviews with a wide range of stakeholders, the case confirms extant literature that looks at the roles of leadership, stakeholder engagement, and first movers in bringing about change, but it also highlights further findings that include the surprisingly important role of fringe stakeholders, the difficulties presented by uncertain regulation, and the need to innovate in tailoring solutions to fit the peculiarities of a specific problem.
