Casey: Four Decades in the Making of Australian Foreign Policy

Richard Casey was involved in shaping Australian foreign policy for over four decades. Casey's attitudes, ideas, policies and actions towards the rest of the world are therefore an important part of a Liberal tradition in Australian foreign policy. To examine Casey's place in the Liberal tradition this article explores Casey's positions on the great international issues of two periods: the 1930s and the 1950s. The conclusion of the article is that three key ideas shaped Casey's foreign policy, and therefore also lie at the centre of the Liberal tradition; firstly, a strong attachment to the idea of the English speaking alliance; secondly, a realist perspective on international affairs; and, thirdly, a consistent strand of anti-communism.     

“A part to play”: the value of role-play simulation in undergraduate legal education

This article explores the argument for increased student participation in experiential learning approaches within the UK undergraduate law curriculum. It is supported by the findings of a very small-scale research study undertaken by the writer into law students’ perceptions of the efficacy of role-play simulation as a means of studying mediation, in an optional credit-based module within the final year of a UK undergraduate qualifying law degree. In order to provide situational context, the first part of this article will briefly address the experiential learning possibilities for undergraduate law students, a discussion of the study involving qualitative research methodology, which was used to demonstrate that role-play simulation as a method of experiential learning has a place within the UK undergraduate law curriculum. The final part of this article will consider the findings of the study which demonstrated that, inter alia, role-play simulation can be motivational, helps to build student confidence, enables deeper learning, assists graduate skills acquisition and arguably enhances employability. Based on the findings of this study and other empirical evidence, the article suggests that greater emphasis could be placed on experiential approaches such as role-play simulation for credit-based law courses, including those “core” foundational courses which form part of the undergraduate qualifying law degree in the UK, but achievement of this aspiration is not without its challenges.     

The Electoral Costs of Party Loyalty in Congress

To what extent is party loyalty a liability for incumbent legislators? Past research on legislative voting and elections suggests that voters punish members who are ideologically “out of step” with their districts. In seeking to move beyond the emphasis in the literature on the effects of ideological extremity on legislative vote share, we examine how partisan loyalty can adversely affect legislators' electoral fortunes. Specifically, we estimate the effects of each legislator's party unity—the tendency of a member to vote with his or her party on salient issues that divide the two major parties—on vote margin when running for reelection. Our results suggest that party loyalty on divisive votes can indeed be a liability for incumbent House members. In fact, we find that voters are not punishing elected representatives for being too ideological; they are punishing them for being too partisan.
