High performance liquid chromatographic determination of alcohols with reference to body distribution of methanol

A method has been developed on reverse phase high performance liquid chromatography for simultaneous determination of methyl, ethyl and isopropyl alcohols under refractive index detection using pure water as the mobile phase. A good separation has been achieved between these alcohols. Detector response was linear with a detection limit of 5 mg/100 ml. Recovery studies were performed by adding known amounts of methyl and ethyl alcohols to blood, lung and liver within the range 80–90%. The reproducibility of the results was always >90%. The quantitative distribution of methyl alcohol in postmortem body tissues and fluids has been reported in three cases of poisoning.     

An Australian Empire Patriot and the Great War: Professor Sir Archibald T. Strong (1876–1930)

Archibald T. Strong, born in Melbourne, was the son of an Australian scholar who went to an academic post at Liverpool. The younger Strong received his secondary and tertiary education in England. There, he became proficient in modern European languages and literature. He initially planned a career in the law, but for health reasons returned to Australia to the Department of English at the University of Melbourne. Prior to the First World War, Strong became prominent in Melbourne literary circles and also a prolific commentator on world affairs. As an early member of the Round Table group in Australia, Strong assessed Imperial Germany as posing an existential threat to the British Empire and hence to Australia's security. The nation's future, he believed, lay in unwavering defence of the Empire. Strong evinced a distinct impatience with fellow citizens, especially on the socialist left, who failed, in his view, to understand the realities of Australia's position in the world and what was at stake in the Great War.     

PUBLIC SECTOR REFORM IN DUTCH HIGHER EDUCATION: THE ORGANIZATIONAL TRANSFORMATION OF THE UNIVERSITY

During the past few decades traditional state‐centred governing arrangements have been critiqued and replaced by alternative modes of governance. Higher education is one of the public sectors where such shifts in governance have been seen. As a consequence of the reshuffling of authority and responsibilities across the different levels in Dutch higher education, universities as organizations have become important foci of attention in the system’s coordination. The main question addressed in this article is to what extent we can speak of an organizational transformation of Dutch universities. Based on conceptual ideas from researchers such as Greenwood and Hinings (1996), Ferlie et al. (1996) , and Brunsson and Sahlin‐Andersson (2000) , we use a framework that focuses attention on the concepts of the construction of identity, hierarchy and rationality to systematically analyse the various aspects of transformations of professional organizations.     

Bolt from the Blue or Avoidable Failure? Revisiting September 11 and the Origins of Strategic Surprise

Drawing on the strategic surprise, warning-response, and foreign policy literature, this article argues that the September 11 terror attacks should be regarded as a strategic surprise and examines a number of key factors that contributed to vulnerability and inhibited vigilance. Three broad explanatory "cuts" derived from the literature—psychological, bureau-organizational, and agenda-political—are deployed to sift through the rapidly expanding empirical record in an effort to shed light on the processes and contextual factors that left the United States vulnerable to the attacks. The article aims to improve our understanding of generic processes and practices that enhance or detract from vulnerability and vigilance.     

Effect of carcass size on rate of decomposition and arthropod succession patterns.

Decomposition studies were conducted using two carcasses of domestic pigs, Sus scrofa L., 8.4 kg and 15.1 kg in weight, to determine the effects of carcass size on the rate of decomposition, composition of the arthropod fauna, and succession patterns. A total of 46 arthropod taxa were recovered during this study. No size-related differences were observed between carcasses with respect to composition of the arthropod fauna or patterns of succession. A greater number of arthropods were observed attracted to the 15.1-kg carcass, and the rate of decomposition observed was more rapid for the 15.1-kg carcass than for the 8.4-kg carcass. Internal temperatures of the 8.4-kg carcass were more directly related to external ambient temperatures during the fresh and bloated stages of decomposition. During the decay stage, both carcasses generated internal temperatures significantly above ambient temperatures. Following this stage, internal temperatures fell to approximate ambient temperatures during the postdecay and remains stages.     

The forensic medical evaluation of subcapsular splenic injuries

Data on 63 cases of subcapsular spleen lesions are analyzed. Circumstances of trauma infliction period of the 2-nd stage of spleen capsule rupture, morphological types of subcapsular spleen lesions, microscopic changes in different posttraumatic periods are presented.     

DNA commission of the International Society of Forensic Genetics: Recommendations on the interpretation of mixtures

The DNA commission of the International Society of Forensic Genetics (ISFG) was convened at the 21st congress of the International Society for Forensic Genetics held between 13 and 17 September in the Azores, Portugal. The purpose of the group was to agree on guidelines to encourage best practice that can be universally applied to assist with mixture interpretation. In addition the commission was tasked to provide guidance on low copy number (LCN) reporting. Our discussions have highlighted a significant need for continuing education and research into this area. We have attempted to present a consensus from experts but to be practical we do not claim to have conveyed a clear vision in every respect in this difficult subject. For this reason, we propose to allow a period of time for feedback and reflection by the scientific community. Then the DNA commission will meet again to consider further recommendations.     

Federalism and the Management of External Relations in Nigeria: Lessons from the Past and Challenges for the Future

Despite successive military regimes, state and local governmentsin Nigeria have been able to engage in limited forms of foreignaffairs activity. both directly abroad and indirectly throughinstitutions of the national government. The trend since independencehas been to make foreign affairs an exclusive responsibilityof the federal government. Generally, though, the military regimeshave been better able than the civilian governments to limitconstituent diplomacy. Under the Third Republic, therefore,state and local governments are likely to assert themselvessomewhat more in foreign affairs than they have recently.
