Ben Affleck's film ARGO is a good film, but not all the details are accurate. This article is by Martin Williams, the British diplomat who, contrary to the picture painted in the film, personally escorted to safety the Americans who had escaped when the Iranian Revolutionary guards took over the US Embassy. He sets that episode in the broader context of his personal experience of working during a complicated period during which initially there were major commercial opportunities for British firms, and then the power of the Shah started to wane, and finally he was overthrown. The installation of a very different regime entirely changed the approach which diplomats needed to adopt in Tehran.  相似文献

In this article F-X Emmanuelli examines the experiences of three sets of provincial Estates, those of Provence, Comtat Venaissin and Corsica in face of the pressures from the governments of Louis XV and Louis XVI aimed at undermining the autonomy of the Pays d'Etats and extending the direct authority of the royal government. The article suggests that the royal government did follow a consistent policy of seeking to enlist the support of the social groups in provincial society which it judged most likely to be cooperative and at the same time seeking to reduce the sphere of activity of the Estates to routine administration and the assessment of taxation, for the royal government did not venture to try and suppress their traditional fiscal privileges. After an examination of the different experiences of these three provinces, the article suggests reasons why the Estates enjoyed considerable success in resisting the pressures put upon them and safeguarding their traditional liberties. The level of success, however, is shown to depend on the particular nature of the institutions of the province and the social structure of the Estates themselves.  相似文献

In an increasing n umber of developing countries, as in virtually all of the major industrial countries, one or other form of sales taxation has taken root as an important provider of revenue, though in spite of much recent debate—much of it concerning the value added tax—no single form of sales taxation has emerged as being the most efficacious. Eric Hobsbawm's outline of the concept of social banditry suggest certain conditions of existence for that mode of primitive rebellion. Primary among these conditions are the presence of a ‘traditional peasant environment and the absence of ‘industrial capitalism’. This paper presents a critique of Hobsbawm's specifications, and suggest two alternative conditions: the presence of class conflict which unites direct producers, and the absence of effective, institutionalised political organisation of producers’ interests. The role of formal education in the reproduction of inequalities is well documented. Less clear is how this lens can be applied to a study of post-conflict state-building. The present study pairs policy analysis with student-centred ethnographic fieldwork to examine education policy in Rwanda. Since the end of the genocide, the government has staked its claim to legitimacy in delivering inclusive development. Its basic education policy is an entitlement programme with broad public support and designed to allow all children to attend primary and secondary school. Students found themselves caught up in a web of contradictions with important symbolic and material dimensions. They went to schools designed to improve access for the poor. But they were also poor schools, lacking in quality and associated with failure. The country’s switch from French to English was bound up in alliances of domestic power that further undermined effective teaching and learning. The basic education policy intended to highlight the government’s commitment to deliver development to all. But in absence of a sustained and effective strategy to improve quality, young people felt excluded from meaningful engagement in the education system. Whether the basic education policy constitutes inclusive development is therefore debatable.  相似文献
