Developments in educational legislation in Germany The program of the school – a new word in German school legislation

This article describes a conflict within the development of German schools towards more autonomy: by law the schools have to develop their own school program to describe the aims and goals of the school. But schools lack the knowledge to do so, and financial support can only be given in very rare cases. So this key element for the development of autonomous schools may not fulfil its purpose.     

Autoerotic death. A definition

A definition of autoerotic death is suggested that restricts the use of this term to accidental deaths that occur during individual, usually solitary, sexual activity in which a device, apparatus, or prop that was employed to enhance the sexual stimulation of the deceased in some way caused unintended death. The case of the autoerotic asphyxial death of a 48-year-old man is reported in order to demonstrate the application of this definition.     

Toxicological analysis after asphyxial suicide with helium and a plastic bag

A 23-year-old man was found on a raised hide in lying position, the head wrapped in a plastic bag connected with a helium gas cylinder by a polypropylene tube. The autopsy did not show any specific findings nor did the routine toxicological analysis reveal significant information regarding the cause of death (BAC 0.9 mg/g, diphenhydramine 0.81 μg/ml in heart serum). For the detection of helium in the lungs, gas samples from both lungs were collected by a method ensuring minimal dilution. Gas analyses were performed using a GC–MS with a split–splitless injector and a headspace syringe. As carrier gas the commonly used helium was replaced by nitrogen. Helium was found in clearly elevated concentrations in gas samples from both lungs. Therefore, suffocation by breathing helium enriched, and thus oxygen deficient atmosphere, can strongly be assumed as the cause of death.     

Postmortem identification of the edentulous deceased: denture tissue surface anatomy

This model evaluates the use of dental stone casts derived from maxillary tissues and from the internal aspects of maxillary dentures for edentulous postmortem identification. Tissue topography of the total cast and of rugae tracings photographed from the casts were evaluated for identification accuracy in twenty-eight trials for each of the two designs. Eight casts were examined in each trial. The trial was designed as matching or nonmatching, and as an equivocal or unequivocal decision by the examiner. Unequivocal decisions with 100% accuracy resulted when the entire dental cast was evaluated. Seventy-nine percent accuracy with equivocation in some trials resulted when only rugae tracings from the casts were evaluated. This investigation supported use of stone casts derived from the internal anatomy of maxillary dentures for forensic science identification when cast topography in toto was considered.     

Process-related and criminalistic problems of forensic medicine experts in criminal offenses

The Stockholm Syndrome seems to be an automatic, probably unconscious emotional response to the traumatic experience of being a victim. It affects hostage and hostage-taker alike and serves to unite both, being victims of the siege environment, against outsiders. This positive emotional bond between victim and subject is a defense mechanism of the ego under stress. The priority in dealing with hostage situations is the survival of all participants. The Stockholm Syndrome may save the life of victim and subject alike, as it reduces the subjects tendency towards violence and thus the possible necessity for a seizure by the security forces.     

The New Zealand Model of Family Group Conferencing

The Family Group Conference (FGC) originated in New Zealand where it is the foundation stone of the Youth Justice system introduced in 1989. A significant feature of that system is the way in which it enables restorative justice principles to be implemented in an integrated manner in a statutory framework supervised by the courts and applicable to all young offenders throughout New Zealand. FGCs are used both as a diversionary technique (pre-adjudication) and at a (post-adjudication) pre-sentencing stage. In addition this type of model is now being applied in a voluntary way but on a small scale with adults. A significant feature of the FGC model is its greater use of community-based solutions with a consequent reduction in the number of young persons in state institutions.
