How are Israelis to incorporate the Palestinian refugee problem in their national memory? Scholarly historical accounts of the 1948 period can play an important role in this regard. Benny Morris's account allows them to take responsibility while maintaining the integrity of their national identity. Shabtai Teveth's account allows them to avoid responsibility, but at the cost of ignoring mountains of evidence. Nur Masalha's account in contrast, burdens them with a responsibility that jeopardizes their national bond. It is reasonable to expect them to adopt the first and reject the second, but it is unreasonable to expect them to adopt the third, irrespective of its scholarly merits. 相似文献

The need to better balance the promotion of scientific and technological innovation with risk management for consumer protection has inspired several recent reforms attempting to make regulations more flexible and adaptive. The pharmaceutical sector has a long, established regulatory tradition, as well as a long history of controversies around how to balance incentives for needed therapeutic innovations and protecting patient safety. The emergence of disruptive biotechnologies has provided the occasion for regulatory innovation in this sector. This article investigates the regulation of advanced biotherapeutics in the European Union and shows that it presents several defining features of an adaptive regulation regime, notably institutionalized processes of planned adaptation that allow regulators to gather, generate, and mobilize new scientific and risk evidence about innovative products. However, our in-depth case analysis highlights that more attention needs to be paid to the consequences of the introduction of adaptive regulations, especially for critical stakeholders involved in this new regulatory ecosystem, the capacity and resource requirements placed on them to adapt, and the new tradeoffs they face. In addition, our analysis highlights a deficit in how we currently evaluate the performance and public value proposition of adaptive regulations vis-à-vis their stated goals and objectives. 相似文献

Technology transfer and utilization is a process that has a profound impact on the survival of the firm, particularly in today's high technology market where technological changes are rapid and often dramatic. The market place both locally and internationally is replete with business failures resulting from the inability of firms to maintain a competitive edge in technology utilization and/or transfer. We contend that many such failures could be avoided by establishment of in-house programs developed specifically to address the utilization and transfer of technologies associated with the firm. This paper proposes a general methodology to identify and establish such an in-house program regardless of the technology area of interest. ABSTRACTIslamophobic mobilization has become a crucial aspect of right-wing populist mobilization. Hafez’s article focuses on the case of the Visegrád Four countries: Poland, Czech Republic, Slovakia and Hungary. Based on reportedly widespread hostility against Muslims among the population in this region, one would assume a large potential for street-level activism analogous to the German Pegida. Yet, attempts to organize grassroots Islamophobic movements have not been particularly successful in the Visegrád Four. Using social movement theory, Hafez explains this by the fact that the issue of Muslim migration has been appropriated by the ruling parties, leaving little opportunity for independent grassroots mobilization. 相似文献
