In Nevada, individuals me excluded from entering licensed casinos when their names have been listed by state regulatory bodies in what is popularly known as the Black Book. As a state regulatory procedure, Nevada's Black Book is officially aimed at excluding organized crime figures from the gaming industry. Beyond its manifest function, however, we believe that the drama of entering persons' names into the Black Book symbolically affirms the legitimacy of gaming and the efficacy of its regulatory body against perceived threats to the industry. Application of the procedure solely to the southern part of the state—Las Vegas— and chiefly to Italians reflects the group interests, culture conflicts, and stereotypes that underlie regulation of gaming. Central issues explored are the relationships of perceived threats to the origin and implementation of the Black Book; the perceptions of threat to the industry as emanating from those most alien to established groups; the sharp distinctions between the ethnic origins of the regulators and of those selected for inclusion in the Book; and the dramatization of the disreputability of those whose names are entered. 相似文献

Anti-theft designs relating to mobile phones are reviewed. The physical and electronic design of handsets includes visual
deterrents, owner-identification, and handset tracking options. The systems design of phone networks includes the blacklisting
of stolen phones. Other measures include biometric-locking of handsets, and designs that encourage ‘safe’ phone use and transportation.
Characteristics that promote anti-theft designs are proposed and form the acronym ‘IN SAFE HANDS’: identifiable, neutral,
seen, attached, findable, executable, hidden, automatic, necessary, detectable, and secure. The set of characteristics is
presented as a heuristic device to aid designing-out crime from frequently stolen electronic goods.

This article explores issue of gender in relation to the experiences of local elected members. Member experiences are important as this may be one of the factors which lie behind the under-representation of women in political life at all levels. This article is focused on Wales where women make up 26% of local councillors, hold only 20% of cabinet positions and occupy one Leader position. This article reports on the views of male and female councillors from a number of Welsh authorities who, when interviewed, identified very different experiences of elected office. Central to their experiences are their routes into office, personal circumstances and societal influences. Recent research has affirmed the need to examine contextual influences on adolescent substance use in a multilevel framework. This study examined the role of neighborhood opportunities for substance use in promoting adolescent substance use. Data came from two components of the Project on Human Development in Chicago Neighborhoods: the Longitudinal Cohort Study, consisting of interviews with youth and their primary caregivers across three waves of data with an average span of 4.5 years; and a Community Survey of neighborhood residents. Analysis used an Item-Response Theory-based statistical approach on 6556 substance use item responses from 1639 youth (49.0 % female) within 80 neighborhoods to assess the extent to which neighborhood opportunities for substance use had direct and indirect effects on adolescent substance use. Neither direct nor mediated effects of neighborhood opportunities for substance use on adolescent substance use were detected. But, analyses revealed moderating effects such that higher levels of neighborhood opportunities for substance use: (1) amplified the detrimental effects of parental substance use and peer substance use on youth substance use; and (2) attenuated the protective effect of adolescents’ perceived harm of substance use on adolescent substance use. The results suggest that the ways in which neighborhood characteristics impact adolescent behavior are nuanced. Rather than impact individual-level outcomes directly, neighborhood context may be particularly relevant by conditioning the effects of salient individual-level risk and protective factors for substance use. 相似文献
