Despite the wealth of academic studies that analyze different policy measures and initiatives implemented by national or regional governments to support knowledge transfer from academia to industry, scant systematization efforts seek to integrate these disparate lines of research. The systematic review of academic studies on public policy measures in support of technology transfer presented by this article suggests a literature classification based on two dimensions: the type of policy measure analyzed, and the focus of the study (i.e., policy design vs. impact assessment). On the basis of this comprehensive review, we summarize the lessons learned thus far, identify research gaps that continue to limit insights into public policy measures for technology transfer, and highlight directions for further research.  相似文献

Past research indicates that diversity at the level of larger geographic units (e.g., counties) is linked to white racial hostility. However, research has not addressed whether diverse local contexts may strengthen or weaken the relationship between racial stereotypes and policy attitudes. In a statewide opinion survey, we find that black‐white racial diversity at the zip‐code level strengthens the connection between racial stereotypes and race‐related policy attitudes among whites. Moreover, this effect is most pronounced among low self‐monitors, individuals who are relatively immune to the effects of egalitarian social norms likely to develop within a racially diverse local area. We find that this racializing effect is most evident for stereotypes (e.g., African Americans are “violent”) that are “relevant” to a given policy (e.g., capital punishment). Our findings lend nuance to research on the political effects of racial attitudes and confirm the racializing political effects of diverse residential settings on white Americans.  相似文献

Digitalization has increased the number of video surveillance systems that sometimes capture crime images. Traditional methods of human height estimation use projective geometry. However, sometimes they cannot be used because the video camera surveillance system is not available or has been moved and there are no reference lines on the frame. Scientific studies have developed a new method for human height estimation using 3D laser scanning. This model necessarily requires a series of approximations, which increase the final measurement error. To overcome this problem, in the present study, images of a subject are projected directly on the 3D model, estimating the height of the subject. This article describes the methodological approach adopted through the analysis of a real case study in a controlled environment executed by Carabinieri Forensic Investigation Department (Italy). The aim is to obtain a human anthropometric measure derived from frames extracted from the videos associated with the digital survey of the framed area obtained with 3D laser scanning and point cloud analysis. The result is the height estimation of five subjects filmed by a camera obtained through the combination of 2D images extracted by a DVR/surveillance systems with 3D laser scanning. Results show that most estimated measurements are less than the real measurement of the subject; it also depends on the posture of the subject while walking. Furthermore, results shows the differences between the real height and the estimated height with a statistical approach.  相似文献

All democratic parliaments have some procedures to allow representatives to put questions to ministers. However, there are no two parliaments with exactly the same procedures. Cross-national comparisons are hindered by the lack of agreed-upon scientific criteria to group similar procedures, which are too often classified on the basis of their names rather than on their substantive characteristics. To overcome this problem, this article devises a typology of parliamentary questions based on relevant procedural features in 17 European countries. A ranking of parliaments according to the criteria of the effectiveness of procedures is developed and a discussion of the relationship of this ranking to the coalitional characteristics of the parliaments is provided. Finally, the article develops some tentative arguments to explain what influences the development of more or less effective questioning procedures, testing the hypothesis that countries dominated by coalition governments tend to have more effective procedures. In contrast with the authors' expectations, with regard to the countries included in the present analysis, the frequent presence of coalition government is associated with weaker procedures.  相似文献

Regulatory offences are a complex phenomenon, presenting problematic aspects both at the level of criminalisation and at the level of enforcement. The literature abounds in works that study the phenomenon. There is, however, an aspect that has remained largely unexplored. It concerns the relationship between the regulatory framework within which the crime occurs and the procedural safeguards that defendants normally enjoy at trial or at the pre-trial stage: defendants tried for regulatory offences are often denied safeguards that are generally considered as important constituents of trial fairness. Relying on a new conceptualisation of regulatory offences, this paper advances a theory that justifies these exceptional rulings.  相似文献

This article purports to expose the dangers of the concept of constitutional identity – a doctrine shaped by apex state courts to shield areas of the national legal systems from the influence of European law. First, the article overviews the use of the concept of constitutional identity in the case law of national and supranational courts, mapping the growing expansion of this doctrine. Second, the article seeks to reconstruct the genealogy of the concept of constitutional identity, tracing its legal origins. Third, the article advances a normative criticism of the concept of constitutional identity, explaining how the doctrine suffers from an incurable lack of determinacy, which inevitably results in arbitrariness in its use. Moreover, the article points out how the practical use of a defensive concept such as constitutional identity is poised to weaken, if not undermine tout court, the process of European integration.  相似文献

The psychological bases of ideology have received renewed attention amid growing political polarization. Nevertheless, little research has examined how one’s understanding of political ideas might moderate the relationship between “pre-political” psychological variables and ideology. In this paper, we fill this gap by exploring how expertise influences citizens’ ability to select ideological orientations that match their psychologically rooted worldviews. We find that expertise strengthens the relationship between two basic social worldviews—competitive-jungle beliefs and dangerous-world beliefs and left–right self-placement. Moreover, expertise strengthens these relationships by boosting the impact of the worldviews on two intervening ideological attitude systems—social dominance orientation and right-wing authoritarianism. These results go beyond previous work on expertise and ideology, suggesting that expertise strengthens not only relationships between explicitly political attitudes but also the relationship between political attitudes and their psychological antecedents.  相似文献

A recent result of Caplin and Nalebuff (1988) demonstrates that, under certain conditions on individual preferences and their distribution across society, super-majority rule performs well as a social decision rule. If the required super-majority is chosen appropriately, the rule yields a unique winner and voter cycles cannot occur. The voting procedure for electing a Doge in medieval Venice, developed in 1268, employed a super-majority requirement agreeing with the Caplin and Nalebuff formula. We present a brief history of the Venetian political institutions, show how the rule was employed, and argue that it contributed to the remarkable centuries-long political stability of Venice.  相似文献
