A Rare Case of Poisoning with a Volatile Substance: Quantitative Determination of n‐Butane in Postmortem Tissue

Poisoning with volatile substances remains exceptional. Authors report the case of a married couple who were found in a car with a butane gas bottle: the woman was dead and her husband alleged it was an unsuccessful suicide pact. A specific research of volatile substances on postmortem samples with headspace gas chromatography–mass spectrometry following a quantitative determination was performed. The n‐butane concentrations detected were composed of 610 μg/L (cardiac blood), 50 μg/kg (brain), 134 μg/kg (lungs), 285 μg/kg (liver), and 4090 μg/kg (heart) and were compatible with the rare lethal concentrations evoked in the literature. The cause of death was determined to be asphyxiation through n‐butane criminal poisoning. Authors recommendation therefore is to take samples immediately and place them in properly sealed containers and hence analyzing the samples as soon as possible after collecting them or storing them under ?30°C (?22°F) if analyses cannot be performed immediately.     

An administrative approach to personal safety on a university campus: The role of a president's advisory Committee on Women's Safety on Campus

Improvement of the physical environment of the campus is necessary, but not sufficient, to ensure full access for women to the University's facilities. Studies on the incidence of sexual assault and other experiences of violence with acquaintances indicate a need for programs to address the social climate of campuses. Unless both the social and physical aspects of the university environment are addressed, threats of violence can limit the accessibility of higher education and professional careers for women. UBC has established a President's Advisory Committee on Women's Safety on Campus which brings together University administrators and campus users to explore the safety concerns of women and possible solutions to these problems.

The European 2030 climate and energy package: do domestic strategy adaptations precede EU policy change?

The European Union’s 2030 climate and energy package introduced fundamental changes compared to its 2020 predecessor. These changes included a stronger focus on the internal market and an increased emphasis on technology-neutral decarbonization while simultaneously de-emphasizing the renewables target. This article investigates whether changes in domestic policy strategies of leading member states in European climate policy preceded the observed changes in EU policy. Disaggregating strategic change into changes in different elements (goals, objectives, instrumental logic), allows us to go beyond analyzing the relative prioritization of different goals, and to analyze how policy requirements for reaching those goals were dynamically redefined over time. To this end, we introduce a new method, which based on insights from social network analysis, enables us to systematically trace those strategic chances. We find that shifts in national strategies of the investigated member states preceded the shift in EU policy. In particular, countries reframed their understanding of supply security, and pushed for the internal electricity market also as a security measure to balance fluctuating renewables. Hence, the increasing focus on markets and market integration in the European 2030 package echoed the increasingly central role of the internal market for electricity supply security in national strategies. These findings also highlight that countries dynamically redefined their goals relative to the different phases of the energy transition.

The Registrar of Trade Marks ordered invalidation of a registeredtrade mark that was a copy of the whole of the applicant's mark‘MAX BRENNER & Device’, where use of the disputedmark was liable to be prevented by the applicant's earlier copyrightunder the provisions of the Copyright Ordinance.     

Like father like son: Libyan civil–military relations before and after 2011

This article finds that in contrast to other cases of civil–military relations in the region, Libya does not fit a regular praetorian stereotype; rather, the interaction between its armed forces and their civilian counterparts has been paternalistic in nature. As a result, the Libyan military was the subject of destructive civilian interference throughout its modern history, and therefore incapable of delivering on its raison d’être, i.e., defence. This curious and ultimately negative interplay between civilian and military leaders in Libya draws attention to the generally understudied role of Arab civilians in the control of armed forces outside democratic structures – and highlights the state-fracturing consequences of this type of interaction.
