Individual states are actively weighing health care reform proposals and their potential impacts on many levels, including states' own economies. This article considers the effects on state economies of two instruments of health reform: employer mandates and cost containment. The literature suggests that an employer mandate will reduce employees' wages in the long run. In the short run, however, to compensate for the costs associated with mandated health care insurance for their employees, firms may raise their prices to consumers, reduce the number of employees or allow a drop in profit margins. By increasing health care spending and the number of insured persons, mandates would also increase states' levels of economic activity. Though cost containment may dampen the stimulative effects of expanded coverage, resources not spent on health care as a result of effective cost containment might be redistributed to other sectors in a state's economy. 相似文献

The classroom simulation laid out in this article can help international relations educators to identify compelling linkages between the abstract global theories and concepts typically analyzed in an introductory international relations or international political economy course and what most students have experienced as a 'local,' even deeply personal issue—illicit drugs. By role-playing an international drug cartel intent upon advancing the global production, trafficking, and consumption of illicit drugs, students will see the world as it increasingly appears to non-state actors—as effectively borderless. By assuming the role of consultants to the U.S. drug czar, students experience for themselves the often vexing decisional constraints that hamper the ability of governments to respond effectively to transsovereign challenges. By offering a primer on constructing and running this simulation, the article contributes to a growing literature within the discipline that advocates and supports moving away from traditional lecture methods of teaching toward approaches that advance discussion-based, interactive, and participatory learning. 相似文献

The “youth bulge” in developing countries means that we need to pay close attention to how young people want to be governed. That need is particularly great in developing countries that are also deeply divided. But in divided societies, conventional opinion polls often do not suffice, yielding shallow opinions hostage to elite machinations and mutual mistrust. To shed light on what young people would want if they had a chance to learn and deliberate about the issues, we follow a survey with an intensive deliberative field experiment in one such society – Kirkuk. Contrary to widespread concerns about the predominance of ethnic interests, young educated Kirkukis support the view that different ethnic groups should have an equal say. There is also broad support for an institutional arrangement – Kirkuk’s becoming an autonomous region – that may provide space for instituting “equal say”. It is widely acknowledged that in many advanced capitalist societies, the role and structure of the welfare state has undergone substantial changes in recent decades. Arguments continue about the precise causes, and about the trajectory and impact of those changes. One particular strand in the debate has concerned the nature of the transformation of the welfare state in relation to the wider economy, and whether these changes reflect a ‘post‐Fordist’ welfare regime; while another important theme concerns the consequences of cultural and social differentiation, and the extent to which ‘postmodernism’ entails a fundamental dissolution of conventional assumptions about social policy. Radical reconstruction of the institutions, and questioning of the functions of welfare states, are resulting in more complex and heterogeneous patterns of social provision. At the same time, increased theoretical emphasis on, and popular demand for, choice, consumerism and diversity represent a significant challenge to, and perhaps the abandonment of, longstanding precepts about universalism in welfare. This article reviews some of the key themes in this debate, and supports arguments that predict that the universalist goals and principles of welfare are likely to be displaced by moves towards a ‘marketised’ system of quasi‐welfare in an atomised, anomic and fragmented society. The article addresses several issues: first, it briefly discusses some of the main implications of recent theorising about post‐Fordism and postmodernism; secondly it considers the emergence and consequences of’ quasi‐markets’ in social policy; and finally it challenges the claim that the revival of ‘associationalism in civil society offers a remedy for some of the principal (alleged) defects of the welfare state. 相似文献
