The arguments of sceptics (or those favouring greater council amalgamations) are challenged and refuted. Reasons for sub-Saharan Africa's development deficit that the commission for Africa did not consider
Despite a substantial amount of aid (much larger in per capitaterms than provided to any other region), sub-Saharan Africancountries, with very few exceptions, have regressed since independence.The general history of Africa since achieving independence hasbeen one of development failure. Some protagonists point tosigns of change that argue for more aid. This article suggeststhat aid to Africa has not worked because human, social andinstitutional capital not financial capital poses the binding constraint. In that context, doubling aidto Africa from $23 billion in 2004 to $50 billion annually by2015 seems a questionable proposition. This commentary suggestsunconventional ways of dealing with the problems involved inimporting the essential ingredients that Africa needs. It concludeswith the observation that the aid communitys currentobsession with poverty reduction and the Millennium DevelopmentGoals (MDGs) may be harming rather than helping the cause ofdevelopment in Africa and argues that the focus on growth anddevelopment should be restored. 相似文献

Modern liberal theories share the idea that the state and its laws should remain neutral with respect to the varying conceptions of the good life held by individuals. This article discusses the way in which this notion of neutrality is defined and justified. Rawls's theory of justice is shown to be a prime example of such a theory. Questions are raised, however, if Rawls's theory has adequately formulated the conditions that would make it possible for each citizen to fulfill his own conception of the good. After arguing that Dworkin's solution to this problem is also problematic, it is argued that Sen's solution to the question of what conditions create neutrality shows the way ahead. 相似文献

'Joined-up government' has been a policy thrust characterising much of the first term of the Labour government. The last four years have seen a flourish of area-based and local partnership initiatives. Information and IT are seen as crucial to facilitate joined-up government and improved service delivery at both central and local level. Ambitious targets are thus set to make all dealings with government deliverable electronically by 2005. This article examines data sharing in a local partnership, using as an example the preparation of the Children's Service Plan 2000-2003 in the city of Sheffield, setting out the national policy background, with particular reference to children's services plans; introducing the project; discussing the results obtained in the data collection exercise, and concluding that the organisational and cultural change necessary to share information effectively require time, and above all a period of relative stability to mature and take hold. 相似文献
