Masculinities,Money, and Mosques in Algeria’s Civil War

To what extent did economic marginalization and political crisis activate prejudice, violence, and religious faith in Algeria’s civil war during the 1990s? The Algerian novel Les Agneaux du Seigneur (In the Name of God), by Yasmina Khadra offers a glimpse. The novel shows how political and economic disparities intertwined with an increasingly strict interpretation of Islam. In turn, Islam’s political applications and its militarized enforcement soon drew the country into a veritable civil war. The resulting breakdown of the cultural order simultaneously increased the pressure on men to fulfill a socially prescribed gender role and made the fulfillment of that role more difficult.     

Phylogenetic evidence for multiple independent duplication events at the DYS19 locus

Duplication events at Y chromosome STR loci have been repeatedly described in human populations. DYS19 is probably the best known example and it exhibits duplicate state in individuals from all continents. Despite the large amount of available data, evolutionary relationship between DYS19 duplication-bearing chromosomes has not been so far investigated. We address the genealogical correlation among such chromosomes by analysing newly identified DYS19 duplicated Y chromosomes by SNP genotyping and microsatellite-based network analysis. SNP and network analysis show that DYS19 duplicated Y chromosomes associate with different Y chromosome lineages. These results indicate that DYS19 duplication occurred more than once during human evolution.     

Paan and Gutka Use in the United States: A Pilot Study in Bangladeshi and Indian-Gujarati Immigrants in New York City

Smokeless tobacco and areca nut are popular with South Asians and South Asian immigrants, most commonly used as paan and gutka. Their regular use leads to oral cancer. The South Asian community in the U.S. is rapidly growing, where paan and gutka are readily available. The study was the first exploration of the migration of the paan and gutka habits, and their use in the U.S.A 108-item questionnaire on paan and gutka usage and beliefs was administered to 138 first-generation Bangladeshi and Indian-Gujarati immigrant adults at community sites in the New York metropolitan area. Forty-five percent Indian-Gujaratis reported ever-regular paan use; of which 5% are current users. Thirty-one percent reported ever-regular gutka use; of which 77% are current users. Thirty-five percent Bangladeshis reported ever-regular paan use; of which 70% arc current users. Nine percent reported ever-regular gutka use; of which 67% are current users. Bangladeshis are more likely to identify paan as causing oral cancer. Indian-Gujaratis are more likely to identify gutka as causing oral cancer.Between the two communities, there were significant differences in paan and gutfca usage, migration effects, and oral career risk perception. There is a need for comprehensive migration studies on the determinants of usage, and for community-specific interventions for these carcinogenic products.     

Children and development assistance: The need to re-orient priorities and programmes

This article argues that if children were the focus of more deliberate attention on the part of donors, it could result in more effective use of the resources available for poverty reduction. Instead, development assistance neglects some of children's most pressing needs, and fails to take advantage of the long-term benefits to be gained by ensuring their physical and psychosocial welfare. The article focuses especially on the living environments of children in poverty, an area which receives little attention, but which is integral to poverty reduction.     

Path Dependency and the Reform of English Local Government

This paper uses the concept of path dependency to examine the changes to the political management structures of English local government. We note how the possible experience of decreasing returns among some local authority actors combined with the powerful intervention of politicians within New Labour at the national level led to a significant break from past policy and the imposition of measures to establish a separate executive that was claimed as a radical step forward for local democracy. Using survey data from the Evaluating Local Governance research team ( http://www.elgnce.org.uk ), we explore the establishment of a separate political executive in all major local authorities and map out the style of decision-making that is emerging. We find that some established institutional patterns reasserted themselves in the process of implementation, but that increasing returns are not as great as some theorists of path dependency would suggest and they may be a force for system change as well as for stability.
