Lobbying: An art and a science—Five golden rules for an evidence‐based lobbying strategy

In the battle for influence, public affairs professionals make crucial strategic decisions every single day. “Should we go public with this case?” “Who are we going to lobby, and how?” “Should we form a coalition with other organisations?” Public affairs professionals often make these decisions based on their experience or their gut feeling. In practice, lobbying is often more of an art than a science. It is an intuitive and creative process, rarely involving any insights rooted in science. And yet many public affairs professionals are faced with uncertainty about the added value of their activities. “Does what we do really matter?” “What kind of impact do we have?” “Are we making the right strategic decisions?” Some colleagues seek to compensate for these doubts with an overwhelming dose of self‐confidence. An experienced lobbyist recently said during a lecture: “The day I can measure my influence is the day I can double my rates.” Other public affairs professionals are a little more modest and try to assess their impact with key performance indicators. They systematically review the lobbying tactics used. This systematic approach has gained a lot of traction in recent years. The smoky back rooms, the cigars, and whisky of the past are now giving way to evidence‐based lobbying, based on facts, building a bridge between art and science of lobbying.

Nation-Building Narratives in Viet Nam: A Memoir on B-52s and Their Aftermath

In late 1972 (December 18-30), the Christmas Bombing of Hanoi in the Democratic Republic of Viet Nam by the U.S. Air Force took place. Three weeks later, the American author arrived and witnessed the destruction and how the Vietnamese had already fitted this 'Battle of the B-52s' into their centuries old narrative of resistance to foreign invasion. This article recounts the people and situations that he met on this visit and the ways Vietnamese of all kinds viewed the battle as a great victory for their land, one reinforcing their sense of past, present, and future.     

Constructing Reform Coalitions: The Politics of Compensations in Argentina's Economic Liberalization

It is frequently argued that the key to "successful" economic liberalization is to marginalize interest groups that profit from existing regulatory regimes. This paper contends that some established interests can craft public policies to protect their rents in the new market setting. The state may shape the interests of social actors and create proreform constituencies out of old populist and interventionist groups. In Argentina, this coalition building was achieved by constructing reform policies that granted rents in new markets to business and organized labor and by deliberately avoiding unilateral deregulation in sectors where reform would hurt traditionally powerful actors. This argument is developed through a comparative analysis of policy reform in the labor market institutions and protected industrial sectors, areas where the costs of deregulation are said to be unavoidable for the established actors.     

Puerto Rico: National security,economic growth and colonialism

Abstract

Puerto Rico's significance for the US state and imperialism has gradually deteriorated. In the context of recent global changes and new developments in the US political economy the logic that justified colonial control cannot be sustained. However, an array of counteracting political and economic forces are conspiring to overcome the altered material and geopolitical conditions that make evident the need for Puerto Rico's decolonization.

Colonialism has given rise to an array of forces that impedes any changes in Puerto Rico's formal political status. Where once the US state, corporate capital and the dominant political forces in Puerto Rico were in relative agreement on sustaining the colonial enterprise, a new constellation of competing forces has emerged. Within Puerto Rico proponents for the status, quo and those who agitate for statehood have reached virtual electoral parity. Monopoly “capital, primarily in Pharmaceuticals, dominates the local economy. However, it is challenged by North American unions and their congressional allies who seek to rescind the lucrative fiscal policies that account for these firms exorbitant profits. Agencies of the US state and congressional committees are at odds on what needs to be done to sustain an unmanageable, increasingly expensive and anachronistic colony.

This essay presents a framework for examining the array of forces and conditions that continue to erode the colonial relation and that explains colonialism's fragility in the current period of global readjustment.
