ETA: From secret army to social movement – the post‐Franco schism of the Basque nationalist movement

Under the Franco dictatorship, post‐Civil War generations of Basques grew up in a climate of physical violence and symbolic repression. Through the imposition of controls on all manifestations of Basque cultural and linguistic expression, the Spanish state transformed even the simplest of actions into defiant symbols of Basque identity. Rejecting, as ineffectual, attempts by the existing Basque Nationalist Party (PNV) to defend Basque culture, the more militant members of the PNV's youth organization attempted to stimulate a radical ethnic movement through a new organization, Euskadi ‘ta Askatasuna [Basque Homeland and Freedom (ETA)]. From its founding in 1959, ETA's principal goals have been the achievement of Basque independence and the revival of Basque culture and language. Its principal strategy has remained armed resistance to Spanish rule. To date, ETA has been responsible for approximately 600 deaths. In this article, we focus on the strategic and organizational evolution of ETA from secret army to social movement in the post‐Franco era. In particular, we seek to clarify the role that violence plays in the symbolic conflict of Basque/Spanish collective identities and to identify how the democratization process has influenced the strategies and tactics adopted by ETA as well as by those political organizations which have emerged from ETA and its numerous factions.     

Budget Transparency in Local Governments: An Empirical Analysis

The aim of this paper is to shed additional light on the determinants of budget transparency in local governments. Our work is based on a Likert-type survey questionnaire specifically designed to measure budget transparency in small municipalities. The questionnaire is based on the IMF's revised Code of Good Practices on Fiscal Transparency (2007). Results from 33 Galician municipalities are used to assess its internal consistency and to test a battery of hypotheses on the determinants of budget transparency. While several previous findings of the literature are confirmed, some new results are also obtained.     

Economic voting in Portuguese municipal elections

This paper analyses the impact of economic conditions on Portuguese municipal electoral outcomes. We use two extensive datasets to estimate an economic voting model which accounts for the possibility that different levels of government have different levels of responsibility for economic outcomes and for clarity of government responsibility. The empirical results indicate that the performance of the national economy is important especially if local governments are of the same party as the central government. The municipal situation is also relevant particularly in scenarios of greater clarity of national and sub-national government responsibility.     

Campaign finance reform and electoral competition: Comment

Campaign finance regulation is an important issue for democracies. Proponents of stricter contribution limits believe it will improve competitiveness. Opponents argue that contribution caps are just a mask for incumbency protection. This paper comments on John Lott’s 2006 article in “Campaign Finance Reform and Electoral Competition” in Public Choice.     

Validated method for the simultaneous determination of Δ-THC and Δ-THC-COOH in oral fluid, urine and whole blood using solid-phase extraction and liquid chromatography–mass spectrometry with electrospray ionization

A fully validated, sensitive and specific method for the extraction and quantification of Δ⁹-tetrahydrocannabinol (THC) and 11-nor-9-carboxy-Δ⁹-THC (THC-COOH) and for the detection of 11-hydroxy-Δ⁹-THC (11-OH THC) in oral fluid, urine and whole blood is presented. Solid-phase extraction and liquid chromatography–mass spectrometry (LC–MS) technique were used, with electrospray ionization. Three ions were monitored for THC and THC-COOH and two for 11-OH THC. The compounds were quantified by selected ion recording of m/z 315.31, 329.18 and 343.16 for THC, 11-OH THC and THC-COOH, respectively, and m/z 318.27 and 346.26 for the deuterated internal standards, THC-d₃ and THC-COOH-d₃, respectively. The method proved to be precise for THC and THC-COOH both in terms of intra-day and inter-day analysis, with intra-day coefficients of variation (CV) less than 6.3, 6.6 and 6.5% for THC in saliva, urine and blood, respectively, and 6.8 and 7.7% for THC-COOH in urine and blood, respectively. Day-to-day CVs were less than 3.5, 4.9 and 11.3% for THC in saliva, urine and blood, respectively, and 6.2 and 6.4% for THC-COOH in urine and blood, respectively. Limits of detection (LOD) were 2 ng/mL for THC in oral fluid and 0.5 ng/mL for THC and THC-COOH and 20 ng/mL for 11-OH THC, in urine and blood. Calibration curves showed a linear relationship for THC and THC-COOH in all samples (r² > 0.999) within the range investigated.The procedure presented here has high specificity, selectivity and sensitivity. It can be regarded as an alternative method to GC–MS for the confirmation of positive immunoassay test results, and can be used as a suitable analytical tool for the quantification of THC and THC-COOH in oral fluid, urine and/or blood samples.

The 2005 UN World Summit, the Environment and the Role of the EU: Priorities, Promises and Prospects

This article analyses the role of the EU in the 2005 United Nations World Summit, with specific reference to environmental protection and sustainable development issues. The article will discuss the EU priorities in the pre-Summit process; its negotiating position during the informal sessions and the high-level segment of the sixtieth session of the General Assembly; and its pledges in the successive discussions on the follow-up and implementation of the Summit outcome. It will conclude by evaluating the impact of the EU on the final Summit Outcome Document, and the challenges the EU faces in effectively contributing to follow-up and implementation.
