Lack of action on cross-border environmental problems in developing countries is often ascribed to gaps in local capacity
and resources, failure of regional cooperation and lack of financial support from rich countries. Using the case of the Southeast
Asian Haze pollution from forest and peat fires in Indonesia, we explore the challenges posed by environmental problems whose
causes are closely linked to local development and livelihood strategies, and whose impacts are local, regional (haze) as
well as global (carbon emissions). We assess whether there are real opportunities to implement effectively the recent Association
of Southeast Asian Nations (ASEAN) Agreement on Transboundary Haze Pollution. To address the deep determinants behind haze
pollution, we propose signatories to the Agreement refocus their efforts to controlling peat fires rather than to strive for
a zero-burning regime. We also recommend a new approach to financing sustainable development based on rules and incentives,
with a regional pool of funds, contributed by rich countries through the Global Environment Facility and countries in Southeast
Asia.

Terrorist organizations, groups, cells or just ‘bunches of guys’ are systematically compared with other types of criminal or deviant organizations: organized crime such as the mafia, street gangs and religious sects. Of course there are many differences between them, especially where motivation is concerned, but they share the common factor that it is almost impossible or very difficult for individual members to step out. However, de-radicalization may follow analogous paths: aging out, accepting exit programs in prison or disengaging ideologically. The article discusses the obstacles that a government strategy that encourages desistance from terrorism by stepping out may encounter. It may be sufficient and more realistic to discourage radicals from using violence than to try to de-radicalize them by using counternarrative techniques. 相似文献

ABSTRACT“Unintended consequences” is an umbrella concept. It comprises phenomena that differ in crucial respects and consequently, without refinement, it remains a rather blunt instrument for policy analysis. The contributions in this volume, however, show that disentangling unintended consequences by making clear distinctions between various types, makes the concept much more useful for policy analysis. A sizeable literature studies strategic interactions between governments. In this paper, we ask whether, in the presence of direct democratic institutions, voters’ actions in vetoing a decision or inaugurating a policy by a binding initiative in their jurisdiction have spillover effects on the actions of voters in neighboring jurisdictions. We collect (and make available) data on 3300 initiatives in German towns from 2002 to 2014 and match these to panel data on the towns’ sociodemographic and fiscal characteristics. We apply an instrumental variables approach and find that a jurisdiction’s probability of hosting an initiative is positively driven by the neighbors’ direct democratic activity. The size of the estimated average effect peaks around a 20 km neighborhood—where a standard deviation change of neighbors’ activity increases the probability of hosting an initiative by 5 percentage points—then gradually declines and fades away after around 60 km. This effect is driven by spillovers in similar policy areas and by successful initiatives, and is stronger in towns with relatively more information flows (measured by newspaper consumption and commuter flows). 相似文献

This article presents a study that aimed to assess the accessibility, use, and quality of harvested rainwater in three rural communities in Ghana where the government of Ghana and local and international development organisations have sponsored domestic rainwater harvesting. The results showed that rainwater storage facilities were within the recommended distance of 1000m from each house. The amount of rainwater per person per day was below the recommended amount. The majority of the respondents therefore depended on other sources of water. Though the physico-chemical quality of rainwater met the WHO guideline limit for drinking water, the bacteriological quality did not. The majority of common water-associated infections experienced prior to the project have not been experienced after the project. 相似文献
