Used to diagnose psychopathy, the Psychopathy Checklist: Screening Version (PCL:SV) is still rarely used in the German-speaking part of Europe. The aim of the present study was to conduct a first-time evaluation of the predictive validity of the PCL:SV for sexual and violent recidivism in the German language area. PCL:SV scores for 96 violent and sexual offenders in Switzerland were assessed. These assessments were based on data taken from the forensic psychiatric expert opinions. The scores were then compared to subsequent recidivism as shown in the official criminal records. ROC analysis indicated a cut-off score of 14 for maximized overall predictive accuracy. Consistent with various results from past research in North America and Europe, the PCL:SV yielded a satisfying predictive accuracy (ROC area=.69). This degree of accuracy demonstrates the PCL:SV's usefulness for risk assessment of sexual and violent delinquency in the Swiss cultural and German language area. 相似文献

Executive federalism emphasizes collaboration between the executive branches at the national and state levels to transform grant programs through the implementation process. In this regard, Medicaid demonstration waivers loomed large during the presidencies of Bill Clinton and George W. Bush. This article documents and compares the volume and substance of section 1115 Medicaid waiver activity under the two presidencies. From the perspective of policy performance, Medicaid demonstration waivers provide modest support for the view that states serve as laboratories for policy learning in the health care arena. More broadly, the waivers have not yielded a major solution to the problem of the uninsured and are unlikely to do so. At the same time, they have not (as some have suggested) been a subterranean force for the erosion of Medicaid. To the contrary, these waivers have often enhanced health services for low-income people; above all, they have helped preserve Medicaid as an entitlement by undercutting support for those seeking to convert the program into a block grant. From the perspective of the democratic process, we find that Congress has been a more significant player in shaping waivers than the executive federalism model suggests. While the decision processes surrounding Medicaid waivers often fall short of democratic standards with respect to transparency and opportunities for public input, they still compare favorably to certain alternatives. 相似文献

Postmortem biochemistry may provide significant information in determining the cause of death. Due to the rapid postmortem breakdown of metabolism and active membrane transport only analytes which are stable in blood can be determined on this fluid compartment, other parameters have to be analysed on other fluid compartments like vitreous humor (VH). However, using another fluid compartment as a mirror of blood at the moment of death involves severe methodical problems. The conceptual problems of reference values in vitreous humor as a mirror of blood are addressed. Additionally, the necessary steps to be taken before calculating the discriminating values between "normal" and "diseased" are described. For all chemical determinations, a clear definition of the site of sample acquisition is necessary. Up to now chemical determinations on alternative fluids have mainly been carried out using instruments calibrated for urine or serum. Developing calibrated methods for analysis of alternative fluids is a further task for the future. 相似文献

Twenty-six Y-chromosomal short tandem repeat (STR) loci were amplified in a sample of 769 unrelated males from Nepal, using two multiplex polymerase chain reaction (PCR) assays. The 26 loci gave a discriminating power of 0.997, with 59% unique haplotypes, and the highest frequency haplotype occurring 12 times. We identified novel alleles at four loci, microvariants at a further two, and nine examples of amelogenin-Y deletions (1.2%). Comparison with a similarly sized Bhutanese sample typed with the same markers suggested histories of isolation and drift, with drift having a greater effect in Bhutan. Extended (11-locus) haplotypes for the Nepalese samples have been submitted to the Y-STR Haplotype Reference Database (YHRD). 相似文献

Many voluntary sustainability standards govern opaque environmental and social issues, which are difficult to understand and address. Extant studies show mixed evidence around the effectiveness of such standards. We develop a theoretical framework that relates different degrees and types of opacity to standard effectiveness. Systemic opacity results from issues embedded in complex, diverse, and dynamic settings, whereas behavioral opacity stems from human challenges in interpreting and acting upon focal issues. Rigid sustainability standards, oriented toward compliance, are effective for addressing issues that are transparent or enshrouded by behavioral opacity, but are counterproductive for issues with systemic opacity. The trade-off between rigidity and flexibility leads to optimal effectiveness when standards governing systemically and behaviorally opaque issues are moderately rigid. Our ideas are illustrated with two leading sustainability standards in the fisheries and real estate sectors, which effectively address transparent issues but show limited success when facing opacity. We conclude that unpacking issue opacity is instrumental in designing and implementing more effective sustainability standards. 相似文献

The New Public Management emerged in the 1980s, and with it, alternative service delivery (ASD) mechanisms, which removed service delivery from the public bureaucracy and separated policy making from policy implementation. Most western governments implemented measures including privatization or contracting out of service delivery to the private sector. By the mid‐1990s, many governments started reversing ASD policies and sought new ways to deliver services, leading to a mixed model approach to service delivery, which combines the benefits of the public and private sectors. We examine the adoption of the model in the Canadian municipalities of Hamilton and Ottawa to determine if and how it enhances competition, cost‐savings, efficiency, effectiveness, and good governance in the delivery of public services, during an era of fiscal constraint.
