A Molecular Key for the Identification of Blow Flies in Southeastern Nebraska*

Abstract: Immature blow flies (Calliphoridae) are typically the first colonizers of cadavers. Identification of the early instars using traditional, morphology‐based keys is difficult because of their small size, similarity, and simplicity in external morphology. Information derived from molecular genetic data would augment the accurate identification of immature flies. Nine species of blow flies commonly found in southeastern Nebraska were used to examine the utility of molecular‐based keys. Polymerase chain reaction–restriction fragment length polymorphisms (PCR–RFLP) were investigated with 10 common, inexpensive, restriction enzymes from an amplicon of approximately 1500 bp spanning the mitochondrial cytochrome oxidase I gene. A simple molecular taxonomic key, comprising RFLP from the restriction enzymes HinfI and DraI, enabled the differentiation of all species used. Further development of PCR–RFLP, including more extensive and intensive examination of blow flies, would benefit forensic laboratories in the accurate identification of evidence consisting of immature blow flies.     

Planning for governmental efficiency through staffing allocation

The planning of personnel requirements for the various divisions of a government agency is a prerequisite to the preparation of reasonable operational budgets. This study describes a method for developing baseline estimates of personnel requirements in public agencies, by adpting traditional task analysis and work measurement approaches to teh broader framework of organizational theory. An application to determining the staffing requirements at the National Science Foundation for Fiscal Year 1979 - 1981 illustrates the method.     

Rewriting the “dirty war”: State terrorism reinterpreted by the press in Argentina during the transition to democracy

Abstract

The Argentine press reinterpreted the period of dictatorial military rule (1976–1983) in terms of an interest in the continuity of democratic protections. La Voz del Interior, the newspaper of record in the provincial capital and second largest city of Cordoba, sought to censure, subordinate, and yet reintegrate the military within a democratic institutional ideology. This study uses discourse analysis to characterize 10 elements of a model of coverage of state‐sponsored terrorism: (1) perpetrators, (2) victims, (3) target population, (4) violence and violation, (5) motives or intentions of the perpetrators, (6) fear or terror among the populace, (7) outcomes or changes in the target population, (8) news sources, (9) remedies and projects, (10) and probable responses or appropriated uses by readers or the press. In 1985–1986, when the elected government sought to judge and castigate senior junta commanders, La Voz supported establishment continuity by legitimating societal actors, including the military, even though its members were perceived as having violated basic societal values.     

The failure of federal enforcement of civil rights regulations in public housing, 1963–1971: The co-optation of a federal agency by its local constituency

This paper reports on research regarding the federal role with respect to racially discriminatory practices in public housing.
