Over the past decade, drug consumption has increased in Colombia and Mexico, countries traditionally concerned with drug production and trafficking. Governments and observers have associated this growth with spikes in violence. Drawing on drug consumption surveys and fieldwork in four cities, this study argues that contrary to this perception, there is no automatic connection between domestic drug markets and violence. Violence depends on whether large drug‐trafficking organizations (DTOs) control low‐level street dealers and on whether those DTOs have a market monopoly at the local level. When dealers are independent, violence might be sporadic, but when DTOs control dealers, violence can explode (given competition between DTOs) or implode (if one organization holds a monopoly). Control over dealers provides DTOs not only income but also informants and armed muscle. This paper examines the relations and the tensions between debility and disability in global contexts defined by complex forms of bio-social precarity. My focus is Baan Kamlangchay, in Thailand, a care home providing care for older people with dementia and Alzheimer’s disease from the global North. I treat Baan Kamlangchay as one concrete example of emerging circuits of transnational care/reproductive labour in order to investigate the interrelations between disability and wider global bio-political inequalities. Using the concept of ‘biolegitimacy’, I discuss the power dynamics in the relationships between the racialised and gendered care workers in the centre and (white) disabled residents. I argue that debility, understood as the flexible gradation of dis/ability and in/capacity, allows us to better understand these novel forms of embodied precarity and their political implications in global contexts. 相似文献

Motivated by the lack of success of previous studies trying to estimate the impact of the European Cohesion Policy, this paper brings an unexplored issue to light: transfers that are intended to finance public investment in key areas for growth might be crowded-out by subsidized governments to alternative uses. In fact, using annual data from fifteen member countries (1993–2005), we conclude that public investment in the member countries makes up around 60% of the increase in EU funds. The limited role of the European Commission in the allocation of the Funds could partially explain this result. 相似文献

Race is understudied in International Relations generally and International Security specifically. To mitigate this omission, this article provides a racial theory of threat perception. It argues that, under certain conditions, racial prejudices embedded in racial identities shape threat perceptions and generate behavioral dispositions. In the first step, racial similarity deflates threat perceptions, while racial difference inflates them. In the second step, deflated threat perceptions facilitate cooperation among racially similar agents, while inflated threat perceptions facilitate discord among racially different agents. This paper examines the link between political liberties and social equality, and contends that the former are constitutive of, i.e. necessary to secure, the latter. Although this constitutive link is often assumed in the literature on political liberties, the reasons why it holds true remain largely unexplored. Three such reasons are examined here. First, political liberties are constitutive of social equality because they bestow political power on their holders, leaving disenfranchised individuals excluded from decisions that are particularly pervasive, coercively enforced, hard to avoid, monopolistic, and final. Second, they are constitutive of social equality due to their positional value, such that those who are denied such liberties are socially downgraded because and to the extent that others enjoy them. Third, they are constitutive of social equality due to their expressive value, in the sense that, by disenfranchising some individuals, the state publicly fails to recognize their equal moral agency. Even when émigrés living abroad versus returning migrants share similar norms, knowledge, practices, and ideas with non-migrants living in their origin country, émigrés have a stronger influence on non-migrants’ political beliefs and behaviors. The reason is that outmigration affects the social ties in which discussions between émigrés abroad and non-migrants are embedded, making them more cohesive and asymmetrical.
