论城乡基层社会风险与群体性事件的辩证关系

城乡基层社会风险的持续积累、发酵,最终由偶发事件引燃成为群体性事件,在促进政府机构与民众反思的同时,也带来了极大的社会破坏力。但是群体性事件并不因为解决了群众的利益诉求、改善了行政管理质量而不再具有社会影响力,相反,它的示范效应反而成为其他群体性事件的风险源。那么,两者是如何相互依存、相互消长和相互转化的,成为本文的研究重点,以期能为社会管理创新提供有益的启示。

The issues of war and peace captured international attention in 2014.It was the centennial of World War I,and the focus was on tensions in Asia for the first half of the year.One radical Western view went so far as to compare today’s China to pre-war Germany in the midst of rapid economic growth,rising nationalism and a beefed up military.The hype about Beijing’s alleged regional expansion peaked at the Shangri-La Security Forum(Singapore)in May 2014.However,events on the ground proved such glib accusations wrong.In October 2014,this author accompanied several other Chinese scholars in a visit to seven U.S.think tanks.Our American hosts were not worried
