WTO给我国民事立法带来的影响

WTO的加入对我国的民法理念、法律制度既会带来挑战也会创造机遇,我国应以此为契机,促进现代民法理念在中国社会的复兴,并使法律规范符合国际惯例。但同时也要权衡民事立法的本土意识。     

Social capital

In parallel with, and as a complement to, globalisation, ‘social capital’ has enjoyed a meteoric rise across the social sciences over the last two decades. Not surprisingly, it has been particularly prominent across development studies, not least through heavy promotion by the World Bank. As a concept, though, as has been argued persistently by a minority critical literature, social capital is fundamentally flawed. Although capable of addressing almost anything designated as social, it has tended to neglect the state, class, power, and conflict. As a buzzword, it has heavily constrained the currently progressive departure from the extremes of neo-liberalism and post-modernism at a time of extremely aggressive assault by economics imperialism. Social capital should not be ignored but contested – and rejected.     

猪生殖与呼吸综合征病毒和猪圆环病毒2型共感染对猪外周血天然免疫细胞含量的影响

将猪生殖与呼吸综合征病毒(PRRSV)和猪圆环病毒2型(PCV2)单感染和共感染的6周龄仔猪,于感染前和感染后第3、7和10 d,采用血常规法、SWC3a单色流式细胞术以及CD3/CD4/CD8三色流式细胞术分析了感染猪外周血中白细胞、粒细胞、单核细胞、NK细胞、γδT细胞的含量。结果,感染后第3 d和第7 d,PRRSV感染组、PCV2感染组以及PRRSV+PCV2共感染组猪的白细胞、单核细胞、粒细胞、NK细胞、γδT细胞总数显著下降,并且共感染组比单感染组下降更加严重。结果表明,PRRSV+PCV2共感染对仔猪外周血天然免疫细胞的影响具有协同效应,意味着在感染早期可导致更加严重的先天免疫抑制。     

PRRSV和PCV2共感染对猪肺泡巨噬细胞CD80-CD86 mRNA转录的影响

用猪生殖与呼吸综合征病毒(PRRSV)与猪圆环病毒2型(PCV2)共感染40日龄健康大白仔猪,利用实时荧光定量PCR技术对共感染仔猪肺泡巨噬细胞(PAM)共刺激分子CD80-CD86的mRNA转录水平进行了定量分析。结果表明,在感染后第3 d和第7 d CD80与CD86 mRNA转录显著下调(P<0.05),感染后第14 d CD86 mRNA转录水平仍低于未感染对照组。尽管CD80 mRNA转录水平在第14 d和第28 d高于对照组,CD86 mRNA转录水平在第28 d高于对照组,两者在第42 d均高于对照组,但无显著差异。证实,PRRSV和PCV2共感染可导致猪肺泡巨噬细胞的共刺激分子CD80-CD86基因转录在感染早期明显受到抑制,PAM的抗原呈递能力受到影响。     

我国工业应对国际竞争挑战的对策

研究表明 ,加入WTO对工业的近期影响相对较小 ,而中长期影响将明显增大 ,冲击最大的时期将发生在 2 0 0 5— 2 0 1 0年期间。因此 ,促进我国工业增强国际竞争力 ,既要从近期的应对措施着手 ,更要将重点放在中长期发展战略及政策的调整上。     

行政问责制对地方政府经济行为的影响——制度堕距的视角

行政问责制是构建责任政府的具体制度安排。问责制度在制度设计与制度执行层面存在制度堕距。制度堕距对地方政府经济行为产生重要影响,因此,从制度设计与制度执行层面改进问责制制度文本,消弭制度堕距,有助于构建优良的问责制制度,推动地方政府经济行为合理化。     

关于完善个人所得税法的思考

本文就修改现行个人所得税法的必要性进行了阐述,针对现行个人所得税法存在的立法不规范、税制模式不尽合理、起征点偏低、税率设置不合理、税基不科学、存在重复征税现象、征税方法不完善、公民认可程度不高、税款流失严重等问题进行了分析,提出了对个人所得税法在八个方面进行完善的一些构想。     

人格的事件相关电位研究

事件相关电位技术具有毫秒级的高分辨率,运用它能够对大脑内稍纵即逝的心理加工过程进行分程分析,在探索人格形成机制上具有重要意义。用事件相关电位指标来评价人格,也较人格量表更为客观。文章重点介绍了有关Brebner-Cooper、Gray、C loninger、“大五”四种人格理论的事件相关电位研究,并对该领域的研究现状进行了评论。     

Tailoring Representative Democracy to the European Union: Does the European Constitution Reduce the Democratic Deficit?

Abstract Even if the institutions of representative democracy that have developed in the nation‐state context cannot be simply transposed to the European Union, for practical and normative reasons they do provide the main starting point for any reflection on the EU's ‘democratic deficit’. This article draws upon the Constitution prepared by the European Convention to reconstruct the concept of representative democracy in the EU. Drawing on the proposals put forward, it identifies two distinctive challenges that need to be overcome if the concept of representative democracy is to be successfully applied to the EU: the multilevel character of the polity and the shift of the centre of political gravity from legislative to executive politics. The article then examines the extent to which the institutional proposals contained in the Constitution go to meet these two challenges and also highlights some aspects in which these proposals fall short.
