Although there is a substantial amount of research that studies how environmental interest groups/non-governmental organizations (ENGOs) influence international environmental negotiations, both the theoretical work and the empirical evidence were not yet able to answer comprehensively if this makes it more likely that states, in turn, commit to stronger environmental agreements. This article seeks to contribute to clarifying this. First, the authors argue that a higher degree of ENGO access to official negotiations and a larger number of ENGOs actively participating during bargaining processes can facilitate outcomes of environmental negotiations. The authors then analyze quantitative data on international environmental regimes and their members’ commitment levels from 1946 to 1998 and obtain robust support for their claims. However, the rationale on the introduced explanatory factors also implies that the impact of ENGO access on states’ commitment levels should vary conditional on the number of ENGOs actively participating. The paper finds evidence for such an interaction, although the results go against our expectations.  相似文献

Objectives

Only a handful of studies on developmental crime prevention contain very long-term evaluations and all these addressed high-risk groups in English-speaking countries. In contrast, this article investigates long-term outcomes of a bimodal universal prevention program within the Erlangen-Nuremberg Development and Prevention Study (ENDPS) in Germany.

Methods

The ENDPS is a combined prospective longitudinal and experimental project that originally consisted of 675 kindergarten children from 609 families who were nearly representative for the local area. In the prevention part of the project, a group-wise randomization and matched pairs design was used to evaluate a training of children’s social problem solving skills, a parent training on positive parenting behavior, and a combination of both programs. Originally, 239 children were each in the program group and control group. Outcomes were measured after ca. 3 months, and 2, 5, and 10 years. The outcome measures varied over time and contained, inter alia, reports on child behavior in the Social Behavior Questionnaire (SBQ) from kindergarten teachers, school teachers, mothers, and the youngsters themselves. The overall retention rates in the ENDPS were satisfactory (e.g., 90 % after 10 years), but missing data from various informants further reduced the groups over time. The outcome evaluation was mainly carried out by causal regression models.

Results

There were various desirable effects of the program not only in the short and medium term but also after 5 and 10 years, i.e. on externalizing behavior, property offences, and total behavioral problems. The significant effects were mostly small (d?=?.23–.59) and significances became rare over time. As a trend, the combined parent and child training and the child training alone were more effective; however, this was not consistent across all follow-ups. The outcomes did not only vary with regard to time but also between different measures and informants. The youth self-reports and teacher reports were more suitable to detect effects than the mothers’ reports. Children at higher risk seemed to benefit most from the intervention; however, this was also not fully consistent across measures and times.

Conclusions

The various desirable effects of a relatively short and inexpensive universal program are in accordance with a public health approach in developmental crime prevention. However, it should not be seen as an alternative to selective and indicated approaches, but as a ‘foot in the door’ for high-risk children and families that need more intensive and costly programs. The variations in results across time, outcome measures, informants, and program components confirm the heterogeneity of meta-analytic findings in the field. Therefore, one must be aware of ‘fishing for significances’ and research on ‘what works’ should go beyond the content of programs. More studies should investigate how characteristics of program delivery, contexts, participants, and evaluation methods contribute to effectiveness.  相似文献

ABSTRACT

We employ data from an original survey of citizens in the UK, France, Germany, Denmark, and the Czech Republic to examine correlates of citizen co-production of public services in three key policy areas: public safety, the environment, and health. The correlates of co-production we consider include demographic factors (age, gender, education, and employment status), community characteristics (urban, non-urban), performance perceptions (how good a job government is doing), government outreach (providing information and seeking consultation), and self-efficacy (how much of a difference citizens believe they can make). We also report on results from a series of focus groups on the topic of co-production held in each country.

Our results suggest that women and elderly citizens generally engage more often in co-production and that self-efficacy—the belief that citizens can make a difference—is an especially important determinant across sectors. Interestingly, good outcome performance (in the sense of a safe neighborhood, a clean environment, and good health) seems to discourage co-production somewhat. Thus citizens' co-production appears to depend in part on awareness of a shortfall in public performance on outcomes. Our results also provide some evidence that co-production is enhanced when governments provide information or engage citizens in consultation. The specific determinants vary, however, not only by sector but across national contexts.  相似文献

As the theoretical and practical interest in policy networks increases, so does the need for further research into how, and based on what rationales, actors within a policy subsystem engage in interorganizational collective action and form political coalitions. The aim of this paper is to continue the search for explanations for coordination and coalition structures in the setting of Swedish carnivore policy. Based on the Advocacy Coalition Framework (ACF) and a previous case study within the same policy subsystem, the study investigates a set of hypotheses regarding actors' coordinating behavior and the defining elements of coalitions. The empirical analysis indicates, in support of the ACF, that perceived belief correspondence is a better predictor of coordination than perceived influence. Moreover, the explanatory power of empirical policy core beliefs in general, and normative policy core beliefs in particular, is further reinforced, while deep core beliefs seemingly do not influence coalition structure. The relevance of more shallow beliefs for coalition formation cannot be dismissed and therefore calls for additional research.  相似文献

Summary

The introduction of glasnost heralded a revival of interest in the last years of tsarism and the period of semi‐constitutional monarchy from 1905–1917. The October Manifesto of 1905 was the first time a Russian autocrat had devolved any part of his unlimited and autocratic powers to an elected assembly. The Duma, which met for the first time in April 1906, was a parliament, but it had limited powers and the Tsar still referred to himself as an autocrat.

During the period between the summer of 1905 and the Duma opening there was a considerable debate in Russian intellectual and political circles as to the form the new body should take and what its powers should be. This paper is primarily concerned to discuss this debate and the differing concepts of the role of the Duma. It examines the historical precedents in Russian history for the idea of such a body and looks at the ideas put forward as to the nature of the new parliament by different political groups. It concentrates on the various branches of the liberal movement but also considers briefly the attitudes taken by the socialists and within government circles.  相似文献

Constitutional courts are often considered to be ‘veto players’ or ‘third chambers of parliament’. However, no attention has been paid to the composition of European constitutional courts and how they make decisions. Do European judges exhibit political preferences as their US counterparts do? If so, it is important to know who selects the judges as the selection determines the outcome. This article analyses the composition of the German Bundesverfassungsgericht and the French Conseil constitutionnel. It tests the correlation between the party affiliation of the pivotal judge and oppositional success empirically for all abstract reviews filed between 1974 and 2002. In both countries the likelihood of an oppositional victory or defeat varies with the ideological position of the pivotal judge. This leads to the conclusion that European judges decide on the basis of their political preferences like their US counterparts.  相似文献

This article introduces the symposium on the representation of immigrant-origin and ethnic minorities in Europe. It argues for the importance of research on this topic, noting the large, established populations of immigrant-origin citizens and their descendants across Western European countries and these minorities’ underrepresentation in elected bodies. Current research gaps concern both empirical knowledge and the theoretical conceptualisation of immigrant and ethnic minority political involvement. The article argues that existing research on representation needs to be extended to suit the cases of immigrants and ethnic minorities. It ends by providing a brief overview of each contribution to the symposium.  相似文献
