积极构建和谐劳动关系 努力维护职工队伍稳定——访内蒙古自治区总工会副主席姜言文

工会是党领导下的工人阶级群众组织,紧紧围绕党和国家的大局开展工作,努力维护职工队伍和社会稳定,是工会组织义不容辞的责任.近年来,在开放、多元的社会环境和信息化条件下,面对劳动关系领域出现的新情况、新变化,内蒙古自治区各级工会组织始终把维护稳定作为工会工作的重要内容,采取有效措施,努力把中央、自治区党委和全国总工会关于维稳工作的各项要求切实落到实处,在推动保障和改善民生,维护职工队伍和社会稳定等方面发挥了积极作用.     

Female leaders and citizens' perceptions of political parties

ABSTRACT

Do female leaders affect voters' perceptions of political parties' placement on the left-right spectrum? Using public opinion data on 269 parties in 35 countries between 1976 and 2016, I show that female-led parties are perceived as more moderate than male-led organizations, even when accounting for voters' prior beliefs about the party and the organization's stated policy positions. I then demonstrate that these results cannot be explained by the policy platforms authored by male- and female-led parties. The electoral manifestos produced by female-headed organizations are neither more left- leaning nor more moderate than those authored under male leaders. Together, these results provide important insights concerning citizens' (mis)perceptions of parties' ideological positions, party leaders' effects on voters behavior, the importance of gender stereotypes in politics, and the policy consequences of women's increased access to power.     

China's Approach to BRICS

The economic rise of the BRICS (Brazil, Russia, India, China and South Africa) inevitably leads to a redistribution of power in the international system. Chinese leaders today accord a considerable priority to this group, and there are elements of realism, liberalism/institutionalism and constructivism in their approach. This article intends to study China's policy towards BRICS and examine the above elements so as to better understand how the Chinese leadership perceives China's role in the international system, and how it seeks to articulate its interests and enhance its influence.     

美国对外政策的驱动力:物质利益至上?

本文探讨了美国对外政策的驱动力问题。居于主流的"二元决定论"认为,美国对外政策的制定不仅受利益支配,而且在很大程度上受到理想主义价值诉求的影响;这种特殊的理想主义价值诉求建立在"美国例外论"的基础之上。本文试图证明,在看似相互交织的二元目标背后,美国对外政策和战略选择的本质是以物质利益为主导。在确保物质利益最大化的情况下,植根于"例外论"的价值观念对于美国对外政策的实际驱动作用微弱,难以构成独立影响外交政策的"一元"。     

增权理论视角下的新生代农民工自媒体传播研究探讨

近年来新生代农民工以争取平等市民权益的集体行动日渐增多,其中微博、论坛等自媒体扮演着自我觉醒、信息传递、情绪发酵、协同组织等重要角色。该文以此为研究对象,探讨了增权理论视角下新生代农民工自媒体传播研究的分析框架、核心问题、研究思路和研究方法,以求同一框架下更多研究成果的相互检验,促进现实问题的解决和西方理论的本土化。     

Macro development planning in tropical Africa: Technocratic and non‐technocratic causes of failure

Based on the targets given in the development plans and the national income data of twenty‐two tropical Africa countries in the late 1960s, this paper finds a wide consensus among the planners on the structural determinants of the macro variables selected as plan targets, so that difference in targets can be explained largely by the different values assumed by these determinants in the sample countries. The implementation record was poor, and may be traced in part to a domino effect inherent in the recursive structure of target selection. The analysis of the causes of implementation failure shows that most of the causes lie outside of the competence of the planners. Alternative methods to calculate plan targets are not likely to meet with superior fulfilment results.

在20世纪世界历史与版图上有一个地跨欧亚两洲的大国苏维埃社会主义国家于1917年横空出世，灿然兴起。它在1918—1920年打败了国内外敌对势力的猖狂进攻后，只用了十几年时间就快速实现了国家工业化，消灭各种私有制，于1936年宣告基本上建成了人类四百多年来梦寐以求的理想的社会主义制度。     

中国社会主义核心价值体系的提出与内涵

中共中央2006年提出的建设中国社会主义核心价值体系，既借鉴又超越了社会民主党的“社会主义基本价值”，既吸收世界文明的成果又弘扬中华传统文化的精华。中国社会主义核心价值体系包括十个要点：劳动创新，自由平等，民主法治，公平正义，合作竞争，以人为本，科学发展，富强并举，文明昌盛，和谐幸福。
