Jordan’s self-fulfilling prophecy: the production of feeble political parties and the perceived perils of democracy

This article analyses the depiction of political parties in a ‘hybrid regime’ so as to explain how state-sponsored articulatory practices contribute to the discrediting of potential opponents. Through an examination of textbooks, speeches and government documents combined with semi-structured interviews and participant observation, it dissects how tropes concerning party weakness or extremism make Jordan appear unprepared for democracy. Making the legal opposition seem menacing or incompetent helps the Hashemite regime legitimize the haphazard pace of political reforms. It is a crucial strategy through which the monarchy maintains the backing or tepid compliance of foreign and local supporters. Yet still, the discursive features of authoritarianism, in Jordan and elsewhere, continue to receive short shrift. Far from epiphenomenal, the monarchy’s discursive practices shape the conceptual universe and institutional contexts in which politics takes place.

Talking Law in Times of Reform: Paradoxes of Legal Entitlement in Cameroon

Based on ethnographic fieldwork carried out between 2003 and 2005, this article examines how legality is constructed in present‐day Adamaoua Province, Cameroon. Focusing on an instance of a process locally referred to as la concertation, I analyze how state officials and cattle traders gather to discuss the practical fate of law. As a heightened moment of suspended enforcement, la concertation is productive for both officials, who work out the limits of their respective spheres of authority and imagine a trade based on business norms and practices that severely limit the scope of regulatory action, and traders, who manage to stave off the increased scrutiny that income tax law presupposes, while asserting their concern for the integrity and consistency of the law.     

The glass ceiling at the highest levels of the Spanish judiciary

ABSTRACT

In Spain, the number of female judges at the highest levels of the judiciary is very low, despite the approval of two Strategic Plans for Equality in the Judicial Career (2013 and 2020). This situation does not seem to differ from other European countries, according to the data offered by CEPEJ (2018). It is clear that the end of tokenism has not yet arrived, and for that reason, an analysis of the main probable causes for this glass ceiling is carried out in this paper. A greater effort must be made in order to overcome this situation and achieve a better representation of female judges at the highest levels of the judiciary system.     

Okun's Law in the Visegrád Group Countries

Abstract

The article assesses the empirical validity of Okun's law on the relationship between a country's unemployment and its output with a focus upon the Visegrád Group economies and upon the post-transition period from the first quarter of 2000 until the first quarter of 2016. The study also accounts for cyclical fluctuations in male and female unemployment and applies different approaches to the estimation of Okun coefficients. Fixed long-run Okun coefficients are compared to the trajectories identified under the state space approach based on the Kalman filter in an attempt to capture their possible time non-constancy. The findings cast doubt about the universal validity of Okun's law in the Visegrád countries in the investigated period.     

Defending popular sovereignty: discursive conflict in French and Swedish parliamentary debates on immigrant voting rights (1968-2017)

ABSTRACT

Through a discourse analysis of French and Swedish legislative debates from 1968 to 2017, this article examines how actors challenge and reinforce dominant ideas about the link between nationality and political rights. We argue that the broader political culture influences which discursive strategies – or ‘frames’ – are more likely to structure parliamentary debates in different national contexts. However, our analysis also shows that legislators sometimes develop new discursive frames in which they reinterpret dominant norms to make them consistent with their views. Through this incremental process of reinterpretation and reformulation of dominant ideas, debates over non-citizen voting rights have chipped away at the link between nationality and political rights. Our findings suggest that initiatives to enfranchise non-citizens trigger lower levels of conflict when they can be framed as a policy tool for immigrant integration rather than as a matter of popular sovereignty.     

Comparison between lung weight and blood strontium in bodies found in seawater

This paper examines the use of lung weight increase as an indicator of seawater drowning compared to the amount of Sr absorbed by the blood. The study population was limited to male victims older than 20 years. Significant differences between cases of drowning and "non-drowning" were detected in terms of the lung-heart weight ratio (L/H) (p<0.001) or lung-body weight ratio (L/B) (p=0.005). However, using lung weight (L), L/H or L/B to distinguish between seawater drownings and saltwater non-drownings some overlap was produced. The factor rendering least overlap was L/B, which also appeared to be non-dependent on the victim's age. Our findings suggest that a value of L/B higher than 19.5 g/kg could be a useful indicator of death by drowning, but that when a lower value is found, additional drowning diagnoses would be needed to establish the manner of death.     

Population data for Y-chromosome haplotypes defined by 17 STRs (AmpFlSTR YFiler) in Portugal

The 17 Y-chromosomal short tandem repeats (STRs) included in the AmpFlSTR YFiler Amplification Kit (AB Applied Biosystems) (DYS19, DYS389I, DYS389II, DYS390, DYS391, DYS392, DYS393, DYS385, DYS437, DYS438, DYS439, DYS448, DYS456, DYS458, DYS635 and GATA H4.1) were typed in 250 samples from Portugal. A total of 231 different haplotypes were found, where 17 haplotypes were shared by two individuals and one haplotype by three. The overall haplotype diversity (HD) was 0.9994. DYS458 non-consensus alleles found in 5 samples (out of 85) are all associated with paragroup J*(xJ1,2). Population comparisons with available Yfiler loci data in European samples were undertaken, namely with Northern Portuguese data (N=174) where no significant differences were observed with our sample (Rst=0.0000; P=0.8649+/-0.0310). Since both Portuguese databases can be joined (N=424; HD=0.9997; 394 distinct haplotypes), a study on the best loci for HD increment in this sample was also undertaken: by fixing the haplotypes generated from the minimal haplotype and SWGDAM core set (www.yhrd.org) and adding the other Yfiler loci one by one, the order in which the loci contribute more is DYS458, DYS456, GATA H4.1, DYS437 or DYS635, and finally DYS448. Therefore, at least in this population sample, all Yfiler loci are contributing for haplotype discrimination.
