We exploit the time-series properties of charitable giving to provide additional insights into the relationship between charitable contributions and government spending. Cointegration tests reveal a significant long-run relationship between several categories of charitable giving and government spending. Granger causality tests provide evidence on the short-run giving and spending relationship. Evidence suggests that charitable contributions to education respond quite differently to state and local government education expenditures versus federal government expenditures. We argue that the government spending and charitable giving relationship depends on the source of government revenue, how this revenue is used, and the rational ignorance of private donors.  相似文献

This article examines the extent of interactions or spillovers between the Supplemental Security Income (SSI) and Aid to Families with Dependent Children (AFDC) programs for children. In the early 1990s, the Social Security Administration substantially relaxed child eligibility criteria for SSI benefits. Since the changes, the number of U.S. children receiving cash and medical benefits through SSI tripled to nearly 1 million. The article describes a family's decision to participate in SSI and/or AFDC, and uses state‐level data for three years before, and three years after, the Zebley decision to estimate the effect of state program generosity on child program participation. The expansions in child SSI eligibility increased child SSI participation and contributed to increased total program participation by children in the early 1990s. Child SSI participation increased more in states with lower AFDC payments and higher state SSI supplementation payments. These results suggest that families use SSI and AFDC as substitutes. At least 32 percent of the Zebley increase in SSI is likely attributable to the SSI–AFDC benefit gap for the median AFDC benefit state. © 2000 by the Association for Public Policy and Management.  相似文献

In this study we assess the sustainability of the Brazilian soy industry over the past 40 years in comparison to alternative land uses. We conclude that Brazilian soy production performs as well as or better than sugarcane or cattle production in a number of areas, including macroeconomic contributions, local economic development and land use efficiency, though it involves similar tradeoffs between growth and equity, and food production and conservation. While there is no evidence that soy has reduced food security in Brazil, tax redistributions and value-added activities from soy remain limited, particularly in comparison to sugarcane production. Emerging environmental governance measures have helped to reduce the land cover impacts from soy; however, little effort has been taken to minimize the impacts of intensification.  相似文献

Drawing on participatory action research with La Via Campesina’s US member groups, this paper traces the coloniality of US agricultural policy – and the uses of this analytic lens. The framework of coloniality conjures history, contextualizing US Department of Agriculture (USDA) racism within long legacies of subjugation, while paying homage to historical resistance. It raises the stakes regarding the neo-imperialism of agribusiness monopolies, while highlighting divide-and-conquer strategies and the colonialist mentalities that linger on despite reform. Assertions of coloniality, however, risk nostalgia for 18th century pastorals, or may jeopardize hard-fought-for relationships of trust with USDA personnel. Deployment demands self-reflexivity, on the part of academia, which like the USDA is neo-colonial, yet not monolithic. Most importantly however, the discursive impact of coloniality builds upon existing, grassroots articulations of the need to decolonize agricultural policy. Calling out the coloniality of US agricultural policy echoes global revalorizations of peasant agriculture, while overcoming the constraints of the term ‘peasant’ in US-English-speaking contexts. Accordingly, it could facilitate dialogue among grassroots agrarian alliances within the US and, internationally, with international advocacy for peasants’ rights.  相似文献

This paper links campaign resources and voter calculus through a microeconomic optimization framework. I assume that candidate policy positions are fixed while personal valence scores and the salience of issue dimensions are malleable. Low valence candidates with many proximate competitors in the policy space will focus on building valence. High valence candidates who are relatively ??unclustered?? in the policy space will focus on manipulating issue salience. Resources devoted to diminishing others?? valence scores will increase as the number of viable candidates decreases. Effective case management of juvenile offenders requires differential treatment of juveniles that is based on clearly established patterns of need and risk ascertained by valid risk prediction tools. This study was the first attempt to determine whether profiles of offenders would provide valid and useful information beyond simple risk level (high, medium, and low). Using cluster analytic techniques, this study identified five risk profiles using juvenile court intake and probation samples (n = 301 and n = 372, respectively). The two samples were selected to represent youth entering the juvenile justice system and those already under the jurisdiction of the court. The results indicated that statistically dependable profiles could be identified which may provide more detailed information than risk level alone. Further, it appears that risk profile may provide a more useful method of categorizing offenders and their needs.  相似文献
