How do we distinguish between a ‘genuine’, ‘free and fair’, or ‘legitimate’ election and an election that is something less? In this article, we offer an answer to this vexing question: the Election Administration Systems Index (EASI). EASI is a practical, transparent, and sustainable tool for measuring the quality of elections in the developing world. The following pages describe the current limitations in measuring election quality, detail the EASI approach, and provide a comparative analysis of the results of its pilot implementation. EASI scores are drawn from a survey of experts on elections in the target country following a recent nationwide election. The analytical framework is comprised of three electoral dimensions: participation, competition, and integrity of the process. We also divide these dimensions temporally according to the electoral cycle: either pre-election, during the election, or post-election. The final product is a set of six primary scores displayed across dimension and time. By aggregating the survey data in this fashion, we provide for a nuanced assessment of an election by each dimension and across the cycle. As our pilot results demonstrate, EASI is a diagnostic tool for identifying electoral strengths and weaknesses and serves well for comparative assessments.  相似文献

This article argues that because much of the scholarship examining the influence of private foundations in global health governance is either neo-Gramscian or reflexively critical in orientation, undue attention has been paid to foundations' origins, affiliations and perceived biases towards bringing technological solutions to bear on problems with deep socio-political determinants, obscuring their chief functions as global governors while downplaying their agency. Such concerns are by no means new as private philanthropic influence in the governance of global health is not a new phenomenon. Drawing on examples from the Ford, Rockefeller and Bill and Melinda Gates Foundations' efforts to strengthen public health across the Global South, we argue that for over a century private foundations have been instrumental in the governance of collective action problems for two important reasons. Firstly, their stark illumination of state and market failures disproportionately affecting the world's marginalised and the potential of science-enabled innovation to address longstanding challenges has repeatedly generated the requisite political will to address, however imperfectly, global disparities. Secondly, foundations have ensured that functional governance mechanisms exist to provide public goods to the poor when changes to the structural fabric of the world order constrain the ability of other institutions mandated to perform this function.  相似文献

A defendant turned off an oil pipeline argued and used the common law defence of necessity. The Court permitted the accused to argue that this action was necessary to decelerate calamitous climate change. The objective is to compare critically the development and use of the defence and excuse of necessity. The question is whether Lord Coleridge had a prejudging objective, in R v. Dudley and Stephens, and if so, what was it likely to have been. Most studies of saw marks have focused on morphological characteristics and their utility in identifying saws suspected to have been utilized in cases of criminal dismemberment. The present study examined the extent to which metric analysis may be used to correlate saw blade measurements with minimum kerf widths (MKWs). A sample of 56 partially defleshed white‐tailed deer (Odocoileus virginianus) long bones was utilized as proxy for human remains. The long bones were cut using a variety of commercially available saws, including 11 manual‐powered and 5 mechanical‐powered saws. A total of 496 false start kerfs (FSKs) were created. Two experiments were performed, with the first test examining the MKWs of FSKs produced on specimens that were restrained using a bench vise, while the second test analyzed the MKWs of FSKs produced on minimally restrained specimens. Statistical analysis using Hierarchical Linear Modeling (HLM) indicated a positive relationship between saw blade width (mm) and MKW, with blade width (p < 0.001) and the overall difference between the mechanical‐ and manual‐powered saws (p = 0.029) tested, reaching statistical significance. A comparison of MKWs produced using manual‐powered saws on restrained and minimally restrained bones suggests that restraint condition (p = 0.009) has a statistically significant effect. In comparisons of MKWs to blade widths, the average ratio for mechanical‐powered saws is 18.7% greater than the average ratio for manual‐powered saws. While the mode of the ratios was 1.42, thus supporting the general rule that MKW does not exceed 1.5 times blade width, multiple individual ratios did surpass 1.5.  相似文献

In this study, an assessment phase is undertaken to determine intimate partner violence (IPV) prevalence. An anonymous survey is followed by a chart review documenting identification of IPV. Two methods are attempted to increase assessment/documentation of IPV: a physician educational intervention and a nursing routine inquiry intervention in one quadrant of the practice. The IPV physician educational intervention includes didactic sessions, an IPV counselor, and resource information. The routine inquiry intervention involves nurses screening female patients for IPV at check-in. IPV is found to be prevalent in a general medicine clinic. An enhanced educational intervention does not increase IPV documentation. A routine inquiry intervention significantly increases documentation of lifetime IPV but does not impact current IPV identification.  相似文献

Correctional staff are instrumental in ensuring the success of any correctional institution; therefore, investigating how the work environment impacts correctional workers is essential. To determine the effects of supervisory consideration, supervisory structure, job variety, and perceptions of training on correctional staff job stress, job satisfaction, and organizational commitment, data from a survey of staff at a Midwestern private correctional facility were examined. The Ordinary Least Squares regression results indicate that each of the work environment factors had a significant impact on one or more of the three outcomes. Specifically, supervisory consideration and perceptions of training decreased job stress. Supervisory consideration, job variety, and perceptions of training had positive effects on job satisfaction. Finally, supervisory consideration, supervisory structure, job variety, and perceptions of training had positive relationships with organizational commitment.  相似文献

The increased burden placed upon the UN Security Council in the post-Cold War era in respect of its discharge of its primary responsibility for the maintenance of international peace and security has fuelled calls for the greater use of regional arrangements as agents of the Council, to relieve its burden. However, the various agendas and capabilities of different arrangements make it difficult to adopt a uniform template of the role which regional arrangements can play as conductors of peace support operations authorised by the Security Council. This article attempts to provide a framework against which the potential role of different arrangements as viable agents to which the Security Council can entrust military enforcement operations, before going on to assess how selected African and European organisations fare against this framework. It will be demonstrated that when assessed against this framework, the organisations selected for comparison are remarkably similar.
