‘Electronic Monitoring’ (EM) uses devices to monitor individuals’ whereabouts. In 2010, South London and Maudsley medium secure unit introduced EM to monitor individuals on leave. Analysis after two years revealed EM was associated with increased unescorted leave and reduced leave violation; however, comparative costs were not established. This study aims to compare costs of EM for patients on leave by comparing average total cost per patient with and without EM. Costs were compared before and after implementation of EM. Total cost of leave for each group was divided by number of patients to generate average total cost per patient. The average total cost per patient without EM was £1702; £1617 with EM. Although cost decreased, this was not statistically significant. The results showed no significant difference between average total costs per patient before and after EM. The finding of EM being cost-neutral is cautiously optimistic. Further trials are recommended. 相似文献
Multisectoral partnerships with local government have emerged as a strategy for solving ‘wicked’ problems in communities, although research about these types of public–private partnerships is limited. Available evidence suggests that differentials in power and status, value bases and perspectives on priorities have been problematic in partnership building with community. This paper examines the role of local government as the funded, lead organisation, in a public–private partnership for planning, designing and constructing a business accelerator in one of Australia’s growth regions. Partnership scope, role and outcomes were measured against a conceptual framework mapping success indicators. Findings show core principles for successful partnership were achieved and supported by the role, capacity and commitment of local government to forming strong working relationships with consortium partners. Relationship building and commitment to collective project outcomes were pivotal to success. Further research is needed to assess whether emerging trends hold and consolidate over time. 相似文献
Despite the prominent role that procedural justice has taken in policing research, we know surprisingly little about police perceptions of procedural justice as an effective tool in their encounters with members of the public. In this study, we start with a focus on the perceptions of police recruits in a major police service, exploring their perceptions of procedural justice and its role in policing. Using data from a questionnaire of 450 police recruits in the early stages of their initial training, we find that orientations supportive of procedural justice significantly predict reported intentions to use procedural justice approaches in interacting with others, as well as the prioritization of procedural justice responses to a typical policing encounter (traffic violation). We also find that belief in an obligation to obey the law is significantly associated with perceived procedural justice outcomes. We argue that early supportive orientations towards procedural justice may be important in understanding police officers’ future interactions with members of the public, promoting positive evaluations of justice among citizens, and minimizing the risk of coercive encounters involving officer use of force. 相似文献
In this performance-based work, which essentially concerns the fable of ‘Khi + Ordo’, we obliquely—through visual-textual storytelling—focus on what we call ‘the agency of the artist-scholar’, deconstructing, inter alia, many of the rules and regulations associated with the art-academic industrial complex—i.e., the institutional dictates to produce commodifiable works, the enforced metrics associated with authorised forms of research and publication, and the often-inelegant and mostly unnecessary dance that the artist-scholar performs with ‘all of that’. The photo-essay is developed from the archive of the Out of India Collective (OOI), but in association with the Metropolitan Transmedia Authority (MTA), its successor collective. It draws upon documents associated with OOI experiments in transmedia undertaken across multiple submissions for residencies, exhibitions, and publications in both academia and the art world in the years 2017–2019, even as it focuses upon the fable of ‘Khi + Ordo’. ‘Ordo’ is a synonym (or metaphor) for totalitarian states and regimes—‘regimes’ being, in this case, those that rule art + law. ‘Law’ here infers, through its negation, the appearance of a higher law, one that is entered upon when one resists assimilation to the rules and regulations associated with police states—incipient or otherwise. We call that other law ‘works-based agency’, and the artist-scholar is beholden to it once s/he departs company with all such quotidian systems of abject hegemony. One crisis leads to another, so to speak, on multiple levels and all at once.
The State Trait Anger Expression Inventory (STAXI 2) is a widely used measure of the experience and expression of anger within forensic populations. Despite anger expression difficulties being common among individuals with an Autism Spectrum Disorder (ASD), little is known as to how those who offend perform in the STAXI 2. In exploring the application of the STAXI 2 to individuals with an ASD, two groups detained in high security psychiatric care were compared. Results suggest that whilst those with offending unconnected to a preoccupation have more complex psychiatric presentations, MANOVAs revealed no differences in demographic and cognitive characteristics. Within the Autism Spectrum Quotient, those with offending linked to a preoccupation score higher in the attending to details scale and in the STAXI 2 reported significantly lower levels of ‘anger expression out’. It is proposed that an examination of anger is useful for all individuals with an ASD who offend. 相似文献

This paper presents a dynamic general equilibrium model ofrent seeking in which the payoffs and the choices between productiveand non-productive activity are endogenous. The economy has the potential for endogenous growth, but when agents can choose between confiscation and productive investment, growth is no longer possible. The confiscation activity has multiple interpretations.In one, confiscation occurs as a result of theft;the lack of sufficient property rights eventually makesinvestment in productive activity unpalatable.Alternatively, confiscation is the result ofgovernment activity (e.g., taxation).
