A Structuration Theory for the Transformation of Administrative Culture in South Korea with the Comparative Method of Huge Comparison

The main purpose of this article is to introduce methodologies for explaining developmental strategy on the transformation of administrative culture. To explicate the course of the transformation of administrative culture in the process of globalization, the analysis necessitates accepting Giddens' structuration theory and the comparative method of “big comparison and large process.” Giddens' structuration theory is to avoid the dualism of structuralism and intentionalism. The comparative method of big comparison and large process with the structuration theory will contribute to understanding the change of administrative culture and the formation of contemporary administrative culture in global system.     

A window of opportunity: the Louisiana Birth Outcomes Initiative

Louisiana ranks forty-ninth nationally in birth outcomes indicators such as infant mortality and in the percentage of low birth weight and very low birth weight babies. This article describes the formation of the Birth Outcomes Initiative, a statewide targeted investment to reduce poor birth outcomes. It describes how the initiative is a result of the convergence of the triad of well-defined problems, a credible array of potential solutions, and favorable political process. It then describes the Birth Outcomes Initiative in Louisiana, a targeted program to improve health indicators for reproductive-aged women and reduce the incidence of prematurity, low birth weight, and infant mortality.     

Simple laboratory experiments to replicate some of the stresses on vertebro-basilar arterial walls. An investigation of possible mechanisms of traumatic subarachnoid haemorrhage

The hypothesis that reversed blood flow in transiently occluded vertebral arteries may be responsible for some cases of massive traumatic subarachnoid haemorrhage has been investigated in vitro. Simple laboratory tests were performed on 25 vertebro-basilar arterial systems, and succeeded in producing either longitudinal tears in normally structured vertebral arteries, or tears at the origin of the posterior inferior cerebellar arteries. The results indicated that under such conditions, with systolic blood pressure in the physiological range, reversed blood flow had different characteristics and stressed the arterial wall to the point where it yielded.     

Adolescent and Young Adult Mothers’ Relationship Quality During the Transition to Parenthood: Associations with Father Involvement in Fragile Families

Data from the Fragile Families and Child-Well-being Study were used to examine predictors of involvement among fathers of young children (N=2,215) born to adolescent and young adult mothers (ages 14–25; N=2,850). Participants were interviewed immediately following their baby's birth and at 3-years postpartum regarding co-parental relationship quality, fathers’ caretaking behavior (“father involvement”), and fathers’ provision of material support for the child (“in-kind” support). Early postnatal and 3-year postpartum parental relationship quality and father-child cohabitation predicted 3-year father involvement while early father involvement did not. The race of fathers, specifically African American, was associated with lower levels of father involvement. For in-kind support, 3-year father-child cohabitation and 3-year relationship quality were both positively associated with provision of in-kind support. Father's income was not a significant predictor but mother's involvement with a new partner at the 3-year follow-up was marginally significant. Lastly, the race of fathers, specifically African American and Latino, was associated with provision of less in-kind support. Christina B. An assessment of the immunofluorescence technique as a method for demonstrating the histological localization of tetrahydrocannabinol in mammalian tissues

The use of the indirect immunofluorescence technique as a method for demonstrating the histological localization of tetrahydrocannabinol (delta-THC) has been examined. The experimental protocol was designed in order that optimal staining conditions with respect to temperature, the length of time of incubations and washes, and the dilution of the antisera should be defined. No marked differences were detected between frozen sections of liver from normal and delta-THC-injected mice. Results from radiotracer experiments using human liver suggest that the success of the method is dependent upon the solubility characteristics of the antigen-antibody complex.     

Adapting to the foreign technological challenge

United States technology is increasingly viewed as providing the backbone and where-withal to arrest the nation's economic slide and to restore the accustomed U.S. leadership position in international trade. This view stems from demonstrated U.S. preeminence in technology, the importance of technology in economic growth, and the ascendance of technology in foreign affairs and international trade today. But, undue preoccupation with the domestic technology base represents at best a suboptimum strategy in the face of a continuing decline in the national investment in R&D. In view of the incipient shifting of the world technological balance overseas, comparable attention needs to be focused on foreign technological developments, and their potential for import and adaptation to help fuel technological innovation at home. A more balanced mix of foreign and domestic technological ingredients in the U.S. socioeconomic cauldron promises to be more attuned to the reality of scarce domestic resources and the changing world environment.
