Local government has undergone substantial change in Victoria, but the reforms have not necessarily resulted in improved financial management practices. This article examines the organisational culture of a sample of local governments, the critical events which have impacted on them, and their use of accounting, budgetary and financial (ABF) information. We find that despite the change process, organisational culture is not focused on competitive practices, although compulsory competitive tendering remains the most influential event. Consistent with the aims of reform, the quality and use of ABF information has improved over the last decade. The presence of a sizeable expatriate African population constitutes a potentially exploitable, if undeveloped, resource that represents a significant developmental challenge for the continent. Problematically the global division of labour and power, as well as differences of region, class, generation, ethnicity and race, are not properly recognised within the existing scholarship or development policy. What is clear is that diasporas do have a substantial role to play in development on the African continent. Further theoretical and empirical investigation is necessary to investigate the practical significance, nature and content of diasporic identifications and activities. By setting these against the structural backdrop of the global economy and the closely associated ideology of globalisation, this paper seeks to provide a new basis for understanding the role of the diaspora in development. Drought is most often encountered as a long‐running and recurring climatic extreme; one that can have devastating environmental, social and economic impacts. While drought is a routine feature of the Australian climate, the politics of drought are often highly reactive, and drought support programs are notoriously ad hoc and ineffective. In the context of emergent global recognition of climate change, drought has received renewed political attention that presents significant opportunities for change. In this paper, we review the context of drought policy in Australia. Yet we seek to provide a unique contribution to current debates by considering the perspectives of those people at the forefront of drought; in particular, those people living and working in small rural towns in drought‐affected areas. It is tempting to “internationalize the curriculum” in professional graduate programs by adding courses and units that deal with strategies to improve the international competitive position of the United States. The study considers three strategies for dealing more credibly with international and global issues. The more difficult and challenging are those that attempt to incorporate multi- and interdisciplinary activities. The study describes several topics with global implications that would benefit from interdisciplinary study. In the meantime, the traditional perspective of Public Administration is not very relevant to global concerns because of the close connection to nation-states and hierarchical organizations. There are, however, a number of trends in the field that could enhance its ability to contribute to a global perspective such as a growing attention to new institutional arrangements, more emphasis on consultations rather than regulatory controls, and more interest in the role of managers. 相似文献

Common Security and Defence Policy (CSDP) police/rule of law missions in the Western Balkans are increasingly guided by externally imposed normative agendas that respond primarily to EU internal security needs rather than functional imperatives or local realities. In line with these needs, EU police reform efforts tend to prioritise effectiveness and crime fighting over longer- term democratic policing and good governance reforms. In practice this means that police reform initiatives are technocratically oriented, yet value ridden fitting EU security concerns and needs. As a result, the police reform process can be—and often is—disconnected from the political and socio-economic reforms necessary for long-term stability and sustainable peace. Police assistance in Bosnia and Herzegovina has been shaped by a determined albeit questionable focus on organised crime and corruption. The focus of EU police reform in Macedonia on primarily crime-fighting aspects of policing has compromised thefunctioning of the Macedonian police. Similarly, the politics of (non-)recognition of Kosovo's self-proclaimed independence and the intrusiveness of EULEX Kosovo's executive mandate contravene meeting local challenges. 相似文献
