PURPOSE: To determine the V-50 threshold velocity needed for a steel BB to penetrate the eye of a 230-pound pig. METHOD: BBs were shot at a distance of 10 feet into the corneas of pig eyes with a pump-action BB gun. RESULTS: The V-50 velocity for corneal penetration and serious disruption of the eye was found to be 246 ft/sec. CONCLUSION: Due to the nearly identical size and anatomy of the human eye to the pig eyes used in this study, it is felt that 246 ft/sec is a reasonable approximation of the velocity needed to penetrate the human eye.  相似文献

Political science is presented with an unprecedented case of democratic transition in Eastern Europe with a set of societies that are said to have been atomized by party state organs and without the other formal preconditions for transition to liberal democracy. The article surveys current writings and theories on transition to see whether they fit the East European cases. The stress in the literature on the primacy of endogenous factors, the role of entrepreneurial capitalism and the leading role of elites in facilitating a transition to democracy is of little value in the Eastern European context where exogenous factors, the absence of capitalism and the role of the masses were crucial in the downfall ofcornmunism. The prospects for the survival of democracy are discussed in the light of the way the new regimes were inaugurated.  相似文献

Efforts to employ public corporations in African countries to promote development have had limited success. A major controversy has developed over who is responsible for such failure. On the one hand are those who accuse management; on the other hand are those who accuse government. This study seeks to assess the merits of the contending arguments through an analysis of Nigeria'S Cross River State Agricultural Development Corporation (ADC). There is a strong prima-facie case against management. It failed to sustain the enterprise; it failed to produce any profits; it failed to give employees satisfaction in their work; it failed to give strong direction to the corporation; it failed significantly to advance the technology of the ADC; and it made little contribution to the community. But, on close examination, it is apparent that management'S failure was a consequence of structural and financial constraints imposed on it by government. Thus, real responsibility for the failure of the ADC belongs with the government. The reasons for government ‘killing’ its own public corporation are partly constraints imposed on it and partly the opposition of its supporters to public enterprise.  相似文献

Quantitative research has been the dominant methodological approach used to study voting behaviour. There is an emerging recognition, however, that there are alternative ways of attempting to understand how voters decide. The academic preoccupation with measurement, reliability, validity and generalisability may obscure some of the findings that are uncovered by practitioners using qualitative research. Practitioners of politics, both in the USA and the UK, tend to utilise both methods when formulating policy and exploring voter attitudes towards these policies. This paper will review the arguments for each tradition and examine the apparent divergence of practitioner and academic political research. Finally, it will look at how both positivist and interpretivist methods can be utilised to complement each other when attempting to build a picture of voting behaviour. Australia's third sphere of government is local government, consisting of about 675 councils nationally, responsible for an average of 6 percent of total public sector expenditure (around $18 billion) annually. This article reviews key integrity issues confronting local government, based on experience in NSW and Queensland. Current issues confirm integrity to be a significant concern manifesting in a large variety of forms, both in council administration and in local government politics. A new generation of responses are increasingly tailored to recognising local government as a permanent, elected sphere of government, accounting directly to the public, while, supported by state regulators, individual councils also pursue better practice in the management of their own administrations.  相似文献
