As the football industry continues in its struggle to balance its traditional regulations and practices with the demands of domestic and European law it is evident that entrenched attitudes within the game will have to be changed if the industry is to avoid further damaging litigation. One such area is in the appointment of football managers (or head coaches), where the practices of selection seem to contravene the most basic principles of employment law with regard to the Sex Discrimination Acts. This article argues that the appointment of ex professional players as Managers violates the prohibition on indirect sex discrimination, and asserts that being male is not a ``genuine occupational qualification' for the post. The article analyses case studies of football managers to substantiate its claims, and uses interviews carried out with coaches and players in the women's Premier League in order to discuss sex discrimination and the non-appointment of women to one of the most important posts in the football industry in more general terms. To inform policy, our study identifies which populations of AIDS-affected children are in need of educational assistance. Using the 2004–2005 Malawi Integrated Household Survey, multilevel models examine the association between AIDS-related impacts and educational outcomes. Double and maternal orphans are more likely to be out of school and behind in grade level; living with an adult suffering from a potential AIDS-related illness is also associated with disadvantage. These disparities are not explained by poverty status. Where both poverty and AIDS are endemic, both traditional development aid and orphan-specific programming are essential for equitable access to education.  相似文献

ABSTRACT

Researchers agree that, in Canada and the United States, federal policy with respect to mortgage finance encouraged suburbanization in the early postwar period. However, direct evidence has been lacking. Unique mortgage file data for 1951 for two Canadian cities, Hamilton, Ontario, and Vancouver, British Columbia, make it possible to assess this claim, and related claims. They show that the impact of federal mortgage assistance was similar in direction in both cities, but much more striking in Hamilton: federal involvement encouraged suburbanization, reinforced existing broad patterns in the social geography of the city, and increased the amount of income segregation at the scale of specific neighborhoods and suburban subdivisions. The broad generalizations that previous researchers have made about the impact of federal mortgage policy are confirmed, but the magnitude of that impact could vary enormously and cannot be assumed in particular cases.  相似文献

  • This paper discusses the integrated public affairs model most common in Australian companies, and its rationale. It describes some key characteristics of the function, drawing on a comprehensive survey of public affairs departments in late 2003. The function has become more senior and strategic, more closely aligned to business imperatives and with stable or growing budgets. It identifies areas of increased attention for practitioners, including support for organization transformation and culture change, stakeholder relations as a line, as well as staff function, reputation management and sustainability reporting.

PACE, as amended by the Serious Organised Crime and Police Act 2005, establishes a complex framework of factors that police officers must consider during arrest decision making. Officers must possess a reason to arrest, it must be necessary to arrest for that reason, and they must give at least a ‘cursory consideration’ to alternatives. Based on a four‐year ethnographic study of frontline officers from two forces in Northern England, we argue that the 2005 reforms have not achieved their aims. The new regime tasks officers with undertaking a complex legal assessment prior to arrest, but officers are often confused about the necessity criteria which, moreover, is typically a minor consideration in contrast to demanding practical and policy pressures. This means that unlawful and non‐human‐rights‐compliant arrests continue to be regularly made and, equally significantly, many suspects are escaping the criminal justice system because officers are not considering arrest alternatives.  相似文献

The article argues that explanations of problematic governance are institutional rather than organizational and have their roots in the deep structures of society. Bangladesh is used as an exemplar for such analysis, deploying the notion of the institutional responsibility square comprising four institutional domains of state, market, community and household. A prior or ‘total institution’ metaphor is used to describe the ways in which different classes are obliged to pursue their livelihoods, entrapped within the problematic social embeddedness of these four institutional domains. The article develops this argument via three themes: permeability between these domains (i.e., blurred moral boundaries between public and private behaviour); problem of legitimation of public institutions, given this permeability; and the incorporated rather than independent characteristics of civil society, thus limiting optimism about its potential to create reform. Nevertheless the article offers a strategic agenda of institutional improvement (i.e., escape from the prison) based on the principles of shifting people's rights from the problematic, uncertain informal sphere towards the formal realm. This article is an attempt to provide a helicopter view of the influences and responses that have shaped the corporate public affairs function over four decades from non‐existence to an important and settled profession in Australia's major companies. It reflects the perceptions and experiences of an observer with a background in public administration, politics, academia, industry association leadership, and consulting to companies and industry organisations over that period. They are further informed by surveys and other studies conducted by the organisation supporting public affairs departments, the Australian Centre for Corporate Public Affairs (the Centre) since its inception in 1990. The article charts the emergence from two distinct, low level management silos—one supporting communications and the other, government affairs—to create an integrated strategic management function. The central story is of waves of innovation in concepts and practices, developed mainly overseas, being embraced with enthusiasm and becoming a dominant focus, before settling into the broad toolbox of public affairs. This occurred particularly in the period 1990–2005 during which the function took its shape. With such a broad and ambitious sweep, it is inevitable that bold generalisations begging exceptions must be made.  相似文献

In light of growing attention to grassroots and community-based approaches to peace-building, this paper explores this ‘local turn’ through an examination of ongoing efforts to address community-based insecurity in the urban slums of Port-au-Prince. In recent years, these communities have been the site of an ongoing series of experiments, involving a range of different actors, aimed at reclaiming them from armed gangs. However, the fragmented nature of these interventions and the range of different strategies deployed, from enforcement to inducement to engagement, have limited their overall impact. Drawing on a distinction between horizontally- and vertically-integrated peace-building, as well as on recent insights about the centrality of state-society relations in peace-building processes, we make a case for greater coherence and co-ordination between bottom-up community violence reduction efforts and top-down police reform. In the particular case of Haiti, we suggest that renewed interest in community policing may provide one platform through which a more vertically-integrated form of peace-building, one which connects community-level agency with wider, structural-level reform processes, might emerge.  相似文献
