The intellectual legacy of J.E. Hodgetts

Abstract: J.E. (Ted) Hodgetts was influenced by both the political economy approach that he learned at the University of Toronto and by the comprehensive historical method developed by Leonard White, under whom he studied at Chicago. His first great project, Pioneer Public Service, convinced him that responsible government was impossible without responsible public administration. The authors examine how his response to management theories and practices evolved following his participation in the Glassco, Lambert and Gomery commissions. Hodgetts consistently refused the complete separation of politics and administration, and he promoted the use of management techniques to strengthen parliamentary supervision of the public service. The two key components of his legacy are thus a commitment to the democratic values of representative government and the comprehensive study of the internal dynamics of public administration in interaction with the relevant environmental factors.     

Viewpoint: China and Space War

In January of 2007, China knocked one of its weather satellites out of orbit, and threw the international community into panic. Some figured the satellite-killer test was the harbinger of a future war in space that could cripple a technology-dependent United States military. This viewpoint examines the possibilities of a Chinese assault on American satellites.     

Making historical preservation in Chicago: discourse and spatiality in neo‐liberal times

This article examines an underground but emergent neo‐liberal initiative in US cities, historic preservation. A focus on Chicago's programme highlights this as a complex cultural project. The focus is on how narrativists of this programme use imagined mental spaces in discourse to constitute a programme‐ and neo‐liberal‐supporting cultural content for common consumption. The results suggst that this neo‐liberal programme offers elaborate renditions of spatially infused heroes, villains, victims and unmistakable forces that function as cultural frame. This constituting, the study concludes, is crucial to bolstering assertions about the importance of this programme and the need for neo‐liberal restructuring     

The Combet Case and the Appropriation of Taxpayers' Funds for Political Advertising – An Erosion of Fundamental Principles?

This article contains a critical discussion of Combet v The Commonwealth (2005) and the reasons given by the High Court in that case, for dismissing the legal challenge to the present government's political advertising campaign in support of its Workchoice legislation which was conducted before the publication or enactment of that legislation. It also deals with the implications of the case for the declining significance in modern times of the parliamentary appropriation process as a means of ensuring the accountability of governments for the expenditure of taxpayers' funds. The article concludes with a discussion of the possibility of future parliaments (regardless of their political complexion) reasserting their control over the appropriation process and restricting the use of government advertising for political purposes.     

Determinants of interest group formation

It is widely recognized that interest groups affect both microeconomic and macroeconomic outcomes. However, few researchers have attempted to discern empirically the factors that contribute to interest group activity. This paper provides a test of several theories of group formation in a panel setting. A nation’s stability, socioeconomic development, political system, size, and diversity all appear to contribute to interest group formation, as predicted by theory.     

The median voter hypothesis: Evidence from general purpose local governments

The median voter hypothesis (MVH) represents a much-used as well as much-criticized tool in the hands of public finance economists. To evaluate the MVH, this paper applies the Cox specification test using data from general purpose municipal governments. The Cox test allows for possible simultaneous rejection of the MVH and all tested models, thus providing stricter criteria than applied to date in empirical MVH analyses. The test results reveal that the MVH is appropriate for explaining the aggregate behavior of municipal governments, but not specific services. Further, the single service and single tax base assumptions are not critical to the empirical MVH performance.     

Diversity in the American States: Updating the Sullivan Index

The index of socioeconomic and cultural diversity among theAmerican states formulated by John L. Sullivan for 1960 is recreatedfor 1980. Comparisons are made between the index for the twotime periods, and changes among the states are examined overtime. Significant differences continue to exist between northernand southern states, mainly because of cultural rather thansocioeconomic factors. The diversity index remains a relativelypowerful predictor of policy variation among the states and,as such, might be considered as a substitute for geographicregion in comparative state policy research.
