Most efforts in transferring technology to a specific location are carried out following essentially a research approach. However, imposing the research approach onto a situation for which a specific solution needs to be created or restructured represents an inappropriate transfer of technology. A planning and design approach (PDA) is called for. “TOTALS” is based on planning and design concepts adapted to solving the problems of technology transfer. It is composed of six time-based and repeating phases, comprised of nineteen steps. It is based on four important concepts: a systems view of technology, a Technology Transfer Equation, five different purposeful perspectives regarding technology transfer activities, and a holistic PDA. Recent research has tried to uncover the political space in which the Council of Ministers of the European Union decides. Rather than the left-right conflict or a cleavage between governments with national and supranational attitudes, this article shows that a redistributive dimension, decisively shapes the interactions in this most important legislative body of the European Union. In contrast to extant studies, we employ ex ante rather than ex post preference data and rely on correspondence analysis as a means to identify the underlying dimensions of contestation. The article concludes with an empirical investigation of how enlargement will affect the emerging political space within the European Union. During the Great War, Sir George Clerk was a senior Foreign Office official, strongly sympathetic to the cause of the 'oppressed nationalities' of Austria-Hungary and the liberal ideals associated with the journal, The New Europe. In 1919 he was granted a unique opportunity to shape the face of the New Europe when he embarked on his mission to Hungary. As British minister to Czechoslovakia in the early 1920s, Clerk harnessed his idealism for the Czechs to his ambition to make Prague a centre of British influence and power in central Europe. AbstractThis article investigates empirical connections between agriculture and child nutrition in Nepal. We augment the standard approach to explaining child nutrition outcomes by including information about household level agricultural production characteristics, including indicators of agricultural diversity. Data from the 2010/2011 Nepal Living Standards Survey (NLSS) are used in a series of regression models to explain stunting outcomes and variation in height-for-age Z-scores among 1,769 children 0–59 months of age. Results highlight the relative importance of overall agricultural yields, specific crop groups, and the consumption of own-production as factors correlated with long-term nutrition among children of different age groups. We find a small positive association between the degree of commercial market-orientation of households and child HAZ, but only among children under 24 months of age. 相似文献

This article describes the evolution of a performance measurement system in a government job training program. In this program, a federal agency establishes performance measures and standards for substate agencies. The performance measurement system's evolution is at least partly explained as a process of trial and error characterized by a feedback loop: The federal agency establishes performance measures, the local managers learn how to game them, the federal agency learns about gaming and reformulates the performance measures, possibly leading to new gaming, and so on. The dynamics suggest that implementing a performance measurement system in government is not a one-time challenge but benefits from careful monitoring and perhaps frequent revision. 相似文献

A measure of waste from the competitive rent-seeking activity of special interest groups in federal, state and local budgets was calculated over the period 1900–88. This period in U.S. fiscal history is characterized by constitutional changes that have made for more transparency in governmental fiscal activities and for greater diffusion of taxes. The XVI Amendment to the Constitution created the progressive individual income tax (the corporate income tax was judged to be an excise tax in 1909 and passed the test of constitutionality). High marginal tax rates are a justification for a high average level of taxation. The Full Employment Act of 1946 insitutionalized government deficits as a means of meeting a political objective. As a result, opportunities for rent-seeking through budgetary reallocations rose in the United States. In the first two decades of the 20th century, waste at all levels of government represented about 10 percent of incremental national output. Today, waste is three times that amount.The transparency and diffusion of taxes are highest at the federal level and least at the local level. Rent-seeking through budgetary reallocation has followed the public purse. One explanation for the observed centralization of government in the 20th century may be that opportunities to concentrate benefits and diffuse taxes are highest at the federal level. 相似文献
