ABSTRACTMalaysia has a mixed track record in providing Muslims with refuge, yet it increasingly lays claim to being an Islamic country. This article charts a history of the refugee engagement Malaysia has had based mainly on a shared regional and/or shared religious affiliation (Sunni Islam). I argue that the recent Malaysian history of refugee treatment presents a case for Muslim solidarity, but one tempered by a prevalent racism in Malaysia against people from the Indian subcontinent. Nonetheless, Islam provides an alternative history for providing protection to people in need. The UNHCR has pursued this approach in Muslim majority countries that are not signatories to the refugee convention in the hope of carving out a complementary protection space based on Islamic law and practice. This article traces these attempts and situates them within the Malaysian sociopolitical terrain, drawing out the possibilities and limits to such an approach. 相似文献

After the collapse of both the Warsaw Treaty Organisation and the Council of Mutual Economic Assistance in 1990—91 Russia has lost highly effective instruments of (repressive) control of the East European countries and has been left without any significant influence on the economic, political and military developments in the region ever since. This can partly be explained by the deep distrust and emotional reserve vis‐à‐vis Russia on behalf of the new ruling elites in the region. A very important additional factor, however, has been the lack of a clear and coherent Russian strategy on the region in the early years of independent Russian statehood. After the initial loss of importance the region has regained prominence only indirectly as a crucial variable in Russian relations with Western countries and institutions such as NATO, the WEU, and the EU. Though deeper economic and trade relations between Russia and the region seem mutually advantageous, a major rapprochement seems to be blocked by political reservations and considerations. 相似文献

Baden-Württemberg's innovation system, which is characterised by a high degree of institutionalisation as well as a predominance of incremental innovations and medium technology finds itself in a profound process of transition. The paper discusses whether Baden-Württemberg's strength as an industrial district dominated by mature industries is an impediment or rather an asset with regard to developing new promising technological sectors in the region. The paper focuses on two newly emerging sectors: multimedia and biotechnology. Because of the strong orientation of actors in Baden-Württemberg to established companies in the core industries and the dominance of established organizational networks there is a lack of stimuli for developing new industries. Thus, institutional innovation and new networks are required to speed up the growth of the new industries. Baden-Württemberg can be expected to cope with the transition to the extent that it builds a close connection between its existing sectoral strengths and the new growth industries. 相似文献
